What are the anticipated impacts on these trees due to the proposed expansion and renovation? The notes indicate that a tree inventory was completed in 2017. Given that tree conditions can change, forestry would like to schedule a site visit to update the tree inventory and mitigation information. This meeting should occur prior to the first round of PDP. Existing significant trees should be retained to the extent reasonably feasible. 2 RESOLVED 7/8/2019: FOR PDP Please provide a landscape plan that meets the Land Use Code 3.2.1 requirements. This should include the existing tree inventory, any proposed tree removals with their locations clearly noted and any proposed tree plantings (including species, size, quantity and method of transplant). The plans should also include the following City of Fort Collins notes: General Landscape Notes Tree Protection Notes Street Tree Permit Note, when applicable. These notes are available from the city planner or Nils Saha at City Forestry (nsaha@fcgov.com). Required tree sizes and method of transplant: Canopy Shade Tree: 2.0” caliper balled and burlapped Evergreen tree: 6.0’ height balled and burlapped Ornamental tree: 1.5” caliper balled and burlapped 3 RESOLVED 7/8/2019: FOR PDP If applicable, please provide an “Existing Tree Removal Feasibility Letter” for City Forestry staff to review. Proposals to remove significant existing trees must provide a justification letter detailing the reason for tree removal. This is required for all development projects proposing significant tree removal regardless of the scale of the project. The purpose of this letter is to provide a document of record with the project’s approval and for the City to maintain a record of all proposed significant tree removals and justifications. Existing significant trees within the project’s Limits of Disturbance (LOD) and within natural area buffer zones shall be preserved to the extent reasonably feasible. Streets, buildings and lot layouts shall be designed to minimize the disturbance to significant existing trees. (Extent reasonably feasible shall mean that, under the circumstances, reasonable efforts have been undertaken to comply with the regulation, that the costs of compliance clearly outweigh the potential benefits to the public or would unreasonably burden the proposed project, and reasonable steps have been undertaken to minimize any potential harm or adverse impacts resulting from noncompliance with the regulation.)Where it is not feasible to protect and retain significant existing tree(s) or to transplant them to another on-site location, the applicant shall replace such tree(s) according to City mitigation requirements. 4 RESOLVED 7/8/2019: FOR PDP Please adjust tree locations to provide for proper tree/utility separation. 10’ between trees and public water, sanitary, and storm sewer main lines 4’ between trees and gas lines. Some of the proposed tree locations do not meet the standards above. 5 RESOLVED 3/11/2020 7/8/2019: FOR PDP Please provide additional details for the planting area on the north side of the property. In addition to the retaining wall and the security fence, which may potentially limit tree growth, the proposed width of the area is 4’, which is generally not adequate space for shade trees. 6 RESOLVED 3/9/2020 1/6/2020: FOR HEARING Please include a scale on the landscape plan (sheet 5). 7 RESOLVED 3/9/2020 1/6/2020: FOR HEARING The proposed planting list does not meet Forestry’s minimum species diversity standards. This exists to prevent uniform insect or disease susceptibility and senescence on a development site. The following minimum standards apply to any development plan: Number of trees on site Maximum percentage of any one species 10-19 50% 20-39 33% 40-59 25% 60 or more 15% There are too many juniper trees proposed for this site. Please incorporate two additional species for the screening. 8 RESOLVED 3/9/2020 1/6/2020: FOR HEARING Per LUC 3.2.1, canopy shade trees should constitute at least 50 percent of all tree plantings. Ornamental and evergreen tree outnumber proposed shade trees. Please adjust. 9 RESOLVED 9-8-21 3/9/2020: FOR HEARING – UNRESOLVED Please see redlines. 1/6/2020: FOR HEARING Is there a stop sign proposed on Snead Drive? Please note that Traffic Operations has requested that trees be placed at least 50 feet from stop signs to prevent clearance issues. Please adjust tree placement accordingly, if applicable. 10 RESOLVED 3/9/2020 1/6/2020: FOR HEARING Is there a reason as to why there are no trees proposed in the parkway on Fossil Creek? Forestry would like to see street trees along this stretch. It is our understanding that there may be some future improvements to Fossil Creek Parkway, including a right turn lane. However, if the sidewalk is in its ultimate location, then the street trees can be placed 3-4’ from the edge of the sidewalk. 11 RESOLVED 3/9/2020 1/6/2020: FOR HEARING Swamp white oak trees are not well suited to Fort Collins’ soil and climate. Please substitute another species of oak (ex: Shumard, Texas red oak, chinkapin etc.) 12 RESOLVED 3/9/2020 1/6/2020: FOR HEARING The planting area on the north side is a little too narrow. Is it possible to widen it to at least 5.5’ to better support the trees that are proposed? 12 RESOLVED 3/9/2020 1/6/2020: FOR HEARING During the tree inventory in October, the applicant posed the question about whether to retain the hybrid cottonwood. Given the proximity of the proposed sidewalk on College (which would impact the critical root zone) and limited longevity of the species, forestry would permit the removal of this tree with mitigation. 13 RESOLVED 9-8-21 3/9/2020: FOR FINAL - UNRESOLVED 1/6/2020: FOR FINAL There is a tree on Snead that is closer than 4’ to a gas line. Please see redlines and adjust. 14 RESOLVED 3/9/2020 1/6/2020: FOR APPROVAL The trees proposed behind the walk on Fossil Creek Parkway need to be at least 3-7 feet from the edge of the walk. Seven feet is preferable to mitigate future tree/walk conflicts. 15 RESOLVED 3/9/2020 1/6/2020: FOR APPROVAL The parkway on S College Ave should be at least 9 feet. Is there a reason as to why no street trees are proposed along College? Please include street trees 30-40 feet apart. 16 RESOLVED 9-8-21 1/6/2020: FOR FINAL There are a lot of line over text issues with the plans. Please see redlines. 17 RESOLVED 3/9/2020 1/7/2020: FOR HEARING Please do not include the symbols for trees that are to be removed on the proposed landscape plan (please see redlines). 18 RESOLVED 3/9/2020 1/7/2020: FOR HEARING The storm drain on Snead Dr. is not shown on the landscape plan. Please ensure that all existing and proposed utilities are correctly shown on the landscape plan. Additionally, there should be 10’ of separation between storm mains and trees. As proposed, placing street trees along the west side of Snead would be challenging. Some interior landscaping would be in conflict as well. They are prone to severe chlorosis and have relatively short life spans. Please substitute another shade tree. 21 RESOLVED 3/9/2020: FOR FINAL Please update sheet 5 and 6 of the utility plans to indicate that the cottonwood tree along College will be removed. 22 RESOLVED 12/28/2020 3/9/2020: FOR FINAL Please provide an updated Tree Removal Feasibility Letter that includes the cottonwood tree on College. PDP Round 3 Comments: 23 RESOLVED 2/22/2021 2/16/2021: FOR HEARING – UNRESOLVED Tree #25 has not been removed yet. Please change to “Remove” in the “Removed or Remain” column. Please update the “Reason for Removal” column and provide reasoning for removal. 12/28/2020: FOR HEARING This is a minor adjustment, but on sheet 3, tree #25 is shown as “to be removed,” but listed as “removed” in the tree replacement matrix. Please make sure this is consistent on both. 24 RESOLVED 2/22/2021 2/16/2021: FOR HEARING – UPDATED Please remove the line that says “39 mitigation trees provided” from the Tree Replacement Matrix on sheet 3. 12/28/2020: FOR HEARING I would recommend restructuring the plant list. Since there is no difference in mitigation size for shade trees (2” caliper across the board), 13 of the deciduous trees proposed can also count as mitigation trees. Forestry has permitted this on other projects, provided the plant list meets Tree Planting Standards set forth in the Land Use Code. As it is laid out, it might appear that the mitigation requirements are not being met. The same adjustment is recommended in the tree replacement matrix on sheet 3. 25 RESOLVED 12/28/2020: FOR FINAL Honeylocusts are overplanted in our urban canopy (>10 percent). In order to protect against pests/diseases and create a more resilient, diverse urban forest, please limit the number of honeylocusts proposed. Kentucky coffeetrees or accolade elms would be suitable alternatives for this area. 26 RESOLVED 9-8-21 12/28/2020: FOR FINAL The two crabapples in the landscaped island south of the parking lot should be switched to canopy shade trees (LUC 3.2.1 (E.3.5.c)). Please refer to redlines. 27 RESOLVED 9-8-21 12/28/2020: FOR FINAL The tree count and tree/utility separation will be verified at FDP. However, please see redlines for conflicts. Additionally, I am not seeing the 13 junipers proposed on landscape plan. 28 RESOLVED 1/5/2020: FOR FINAL There are three street trees (two along Snead and one along Fossil Creek) that do not meet the separation criteria from the adjacent stormdrain, underdrain and watermain. Please see redlines for suggestions on adjusting their placement. Round 4 comments: 29 9/8/2021: FOR FINAL APPROVAL - UNRESOLVED Continued Wichita blue junipers still exceed the maximum species diversity percentage permitted. Please include an additional evergreen species variety.
