As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10th one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Sheet 2 indicates the gas line is to be relocated by Xcel. Sheet 4 indicates an existing gas line is to be abandoned in place by Xcel. The civil plans don't reference an abandonment in place and shows a relocation of the gas line. Depending on how coordination is occurring with Xcel, either Xcel should be signing off on the civil plans, the plat, and/or provide their acceptance separately before Cty approval. It is presumed that the vacation of the gas easement is intended to occur as this would seem to be in conflict with the construction over the easement and it needs to be confirmed whether this will be done by separate document, or done via plat, and similarly any new easement dedication Xcel might require. Please ensure all the plans (including plat) provide the information as to what is occurring with respect to existing and proposed easements needed for Xcel. JR Response: The existing gas line will be relocated by Xcel, and the existing Xcell gas easement will remain until the next gas line is built, at such time the existing gas easement will be vacated by separate document. We'd want to explore why this isn't being achieved and what alternatives can be explored (changing vertical alignment, twin pipes, elliptical, etc.) JR Response: Addressed, modifications were made to get the most cover over storm pipes. The limited amount of cover is due to existing design constraints including existing utility crossings and existing grading/tie in constraints. A 26 foot wide dedicated emergency access easement serving as a fire lane shall be placed on one entire parallel side of the structure. The north side of the building appears to be the only area that will accommodate this however the plans are calling for 23 feet. When the project contains site constraints that conflict with fire code compliance, the intent of the fire code may be met via alternative means and methods, as approved by the Fire Marshal. As per IFC 104.8 & 104.9, the Fire Marshal may allow this approach when aerial apparatus access requirements cannot be met on the site plan. A written plan to meet the intent of the code via alternative means and methods will need to be submitted to the Fire Marshal for review and approval prior to FDP approval. JR Response: Addressed. As of January 1st, 2021, these fees will be collected on all projects for such inspections. Once an acceptable report and plan is submitted an estimate for these fees will be provided. Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. To help with this, in the drainage report, please present a table summarizing the stormwater inlet calculations and design. This should include: Surface Flow, Intercepted Flow, Bypass Flow (and to which location), Ponding Depth, Flow Spread, and any other important information. The hydraulics submitted show that, with low tailwater, these pipes can convey the full 100-yr flow rate of 141-cfs. As such the inlets should be designed to collect these flows. Comment Number: 4 Comment Originated: 08/24/2021 08/24/2021: FOR APPROVAL Please provide a detail of the proposed wall in the NHBZ. Section 3.4.1 of the City's Land Use Code requires that walls and other structures must be compatible with the natural character of the buffer zone. Staff would like to see a boulder wall, especially since the wall is not structural in scope. JR Response: The wall is 1’ high and is placed to prevent stromwater from going onto adjacent property, a boulder wall would allow for water to pass through the wall.
