Collins, Colorado Dear Mr. Peterson: Thank you for taking the time yesterday to discuss the situation regarding low quantity waste producers in our community. Even though industrial concerns who come to our community are required to dispose of their wastes appropriately, I am concerned about the following: 1) The Economic Development Department, who encourages industrial concerns to come to our community does not always ask what by-products are produced by firms. With C/B/W, the nature of the by-products is not understood, and with the myriad types of waste products that exist, this is somewhat understandable. 2) Neither the Economic Development Department, the Natural Resources Department, or the Planning Department know the quantity of wastes produced --and again do not know the effective toxicity of the by-products and how then certain quantities of specific toxics would affect our community or surrounding communities. 3) None of the departments in 92 above know how any by- products would be disposed of --whether it be through incineration, on -site holding tanks or ponds, or disposal in a water source. Even though we have zoned areas that allow "use by right", it seems appropriate that we should understand in advance the exact type and amounts of wastes an industrial concern will produce and how those wastes, even in small quantities, will be disposed of. The past history of industrial concerns in our country has not been an impressive one and should at least make us cautious. 0 • For the health and safety of our community, I would like to ask that any formal action of approval regarding C/B/W be withheld until clear documentation is provided of the following: 1) the exact nature of wastes to be produced, 2) the quantities of each waste to be produced, 3) how each waste will be disposed of, 4) how such disposal will affect our environment or the environment around our community, and 5) any complaints or waste disposal problems C/B/W has had in the past at their former locations of operation. Such concern does not intend that C/B/IA' be discouraged from locating in our community. But prudent concern for the health and welfare of our residents, wildlife, and community suggest that we know and understand the answers to any questions regarding toxic substances before we offer incentives or approval for continued planning or actual construction.
