PRIMARY QUESTIONS TO REVIEW W/TOM PETERSON, April 18, 1989
There are a several significant issues affecting development of the New
Note properties that are directly affected by the public review process.
These include:
1. Review Board
- City of Fort Collins Planning and Zoning Board (if the parcels
remain assembled to establish annexation contiguity) vs. UGA
Review Board (if Annexation cannot be completed).
2. Zoning
- PUD requirement (hopefully with some 'Business Park' flexibility
built in) in the City vs. Development to City standards in the
County's C - Commercial zone under UGA Board review.
3. Access & Street Improvements
- I-25 and Harmony should be considered "improved arterials"
4. Utilities
- Water. Short term service through the Fort Collins -Loveland
District line in Harmony; City to take over service - at no
additional cost to users - when City lines are extended.
- Sewer. City line extension and lift station; or District line
extension to Ptarmigan lift station. Participation in capital
improvements? Potential pay -backs?
- Electric. City vs. REA
5. Flood Plain & Drainage
- Final resolution of flood way and flood fringe lines; What can be
done to affect locations?
6. Natural Resources & National Recreation Area Study
- How open is City & other agencies to modification, mitigation, and
mutual benefits?
7. Signage
- New sign standards are needed to achieve a quality program that
will function along I-25: neither City or County existing standards
were designed to deal with Interstate highway conditions.
