HomeMy WebLinkAboutNEW NOTE PARTNERSHIP FIRST ANNEXATION & ZONING - 5-89, A - MINUTES/NOTES - MEETING COMMUNICATIONi Notes from the May 4. 1989 meeting on the Reynolds Property: Attendance: Bob Smith, Jim Hibbard, Rich Shannon, Alan Boushee, Jack Blake, Bill Reynolds, Eldon Ward, Sherry Albertson -Clark Bill and Eldon presented the proposed concept to those in attendance. Jim Hibbard - 16" water main in at front of H-P. There may be agreements that would require H-P to do further extensions east and will check on this. There is a feasibility study underway to look at whether the existing treatment plan should be expanded or a new plant built. Site can be served, is a question of how and what cost split would be between developer and City. Bob Smith - The area may be impacted somewhat less than originally expected by floodplains, based on new information provided by Storm Drainage. Harmony Road would be affected by stormwater, up to 1.5 feet, with existing conditions. Developed conditions would change this. Water needs to be taken under Harmony Road to lands to the south. State Highway Department will be designing new intersection improvements and should be considering need for culvert to accommodate stormwater flows. The current floodplain study may ultimately take up to one year for adoption through Feds. The floodfringe, as now delineated, would allow development as proposed, with floodproofing and/or elevating. The floodplain study won't change the impact of stormwater on the site, without Harmony Road improvements. Alan Boushee - Usually transfer service from REA within one year of annexation. Bob Smith will provide additional information regarding expected flood depths on site and spot elevations. Jim Hibbard will provide status on feasibility study for wastewater treatment expansion/plant.
