Dear Eldon:
On May 12, 1989, I met with Development Coordinating Team representatives
to discuss the Reynolds Property, located at the northwest corner of the
intersection of I-25 and Harmony Road. The purpose of this meeting was to
discuss the potential development of this site, as well as any issues that may
arise in the course of City review of development plans for the site.
The following information was presented and discussed at this meeting:
Stormwater Utility - The Fox Meadows Master Plan identifies a 40' open
channel through the site (see attached). Revised floodplain limits and flood
elevations for the site are also attached. To meet current floodplain
regulations, structures need to be floodproofed to an elevation of 18" above the
water surface elevation. Floodproofing would require elevating the structure,
floodproofing of doors, entrances, etc. Site drainage may be into the existing
ponds, if adequate storage is available. The outlet from Hewlett-Packard may
also be included in this, assuming adequate storage. Drainage crossing
Harmony is unknown at this time. Preliminary design flows indicate 4500 cfs.
An issue that needs to be addressed is definition of the floodway, for either a
6" (City) or 1' (Federal) rise criteria.
Light and Power - There will be a 5% surcharge on new development and a
25% surcharge on existing customers for a period of ten years from when
service is transferred to Light and Power. The existing REA service may be
retained until the City's Light and Power services are available to the area.
Water - A 16" water main adjacent to Harmony Road presently terminates at
the east entrance to Hewlett-Packard. In accordance with an agreement with
the City, HP is responsible for extending this main to their east property line.
The current master plan includes the extension of this 16" main to County
Road 7; therefore, the developer of the Reynolds property will be required to
install a 16" main from HP to that point. The City will pay oversizing
between a 12" and a 16" main. In addition, the City would be willing to enter
into a reimbursement agreement to compensate the developer for a portion of
the 12" main cost in the event that the property on the opposite side of
Harmony Road is developed. The master plan also includes a 12" main on
County Road 7 from Harmony Road to Horsetooth Road. The developer would

be required to install this main from Harmony Road to the north property line
of the Reynolds property. As with the water main on Harmony, the City
would be willing to enter into a reimbursement agreement for the main along
County Road 7.
Wastewater - This area is not served by sanitary sewer at the present time. In
accordance with the sewer master plan, the area will be served by a new
interceptor sewer and pump station. The interceptor sewer which will pass
through the site in a north -northwesterly direction will have a maximum size
of 24" or 27". Based upon current information, it appears that a 15" sewer
would be adequate to serve the proposed development; therefore, the City will
pay oversizing above the 15". The City will also pay the costs related to the
pump station and force main which will be required to serve this area.
Engineering - Phasing of development of the property (contiguity to existing
development) will determine whether street oversizing reimbursements will be
available; however, oversizing fees will still be required at the issuance of
building permits. Improvements on Harmony Road (turn lanes, signal, curb,
gutter, sidewalk, etc.) would be determined by a traffic impact analysis.
According to the Colorado Department of Highways, planned improvements to
the Harmony Road/I-25 intersection can occur within existing right-of-way.
Clarification will be needed whether the proposed access street is to be public
or private. For emergency services purposes, the maximum length of a
cul-de-sac should be 660'. County Road 7 is designated as a collector street on
the Master Street Plan. Specific improvements would be determined by the
traffic impact analysis and could be phased with the development of the site.
The location of the access point into the site from Harmony Road should be
located 1400' east of County Road 7.
Natural Resources - Enhancement of the existing riparian shoreline of the river
is encouraged. Bluegrass should be avoided in these areas. The Army Corps
of Engineers should be asked to evaluate the area west of County Road 7 for
potential wetlands. An issue for further investigation is whether all gravel
must be extracted from the site prior to development.
Planning - Significant landscape buffers are needed along both Harmony Road
and I-25. Design guidelines for development of the site should address such
things as architecture, signage, plant materials, setbacks, building materials,
screening, etc. Consideration is being given to establishment of a Harmony
Corridor plan. An item being discussed in conjunction with this plan is the
use of a pedestrian trail system along Harmony Road, rather than a typical
sidewalk. Buffering for the residences to the west side of County Road 7 will
need to be addressed. The Harmony corridor of the site is of concern to staff
and the Planning and Zoning Board, with respect to land uses and design
intent.
I hope this information is of use to you. These comments are offered
informally, based on the information provided to us regarding the property and
the anticipated type of development. Modifications and additions to these
