Dear Mr. Koldeway:
We received in yesterday's mail notice that the City of Fort
Collins plans to annex your property in the northwest corner of
Harmony Road and I-25. As you know, Poudre Valley REA current-
ly is your electric power supplier. Upon annexation, the City
of Fort Collins would assume service to your facilities_
I have compared your cost of electric service to each of your
accounts on both the City's rates and Poudre Valley's. The
following are the results of the comparison:

In addition to higher electric rates, annexation will add an
additional 2.75% sales tax on materials and supplies purchased
at retail and delivered to these facilities, as well as an
additionnal 9&165 tAR 6h goods sold. There will be additional
fees and taxes on telephone and gas services. Property taxes
will also increase.
At times, cities can offer services that are difficult or im-
possible to obtain in unincorporated areas and use the exten-
sion of these services to force new development to annex.
However, in areas already developed, the city has few amenities
to offer_
In your particular area, it may be advantageous to annex your
undeveloped property for the prospect of obtaining sanitation
services. However, for the facilities already in existence, it
may be to your advantage not to annex. Certainly from your
electric service perspective, it would make sense not to annex.
