DELICH Mercy Housing TIS, April 2021 ASSOCIATES
Table 3 shows the short range (2022) total morning and afternoon peak hour
operation at the Suniga/Steeley and Suniga/Right-in Right-out intersections. The
Suniga/Steeley and Suniga/Right-in Right-out intersections will meet the Fort Collins
operational criteria with proposed geometry. Calculation forms for these analyses are
provided in Appendix A.
Table 4 shows the long range (2035) total morning and afternoon peak hour
operation at the Suniga/Steeley and Suniga/Right-in Right-out intersections. The
Suniga/Steeley and Suniga/Right-in Right-out intersections will meet the Fort Collins
operational criteria with proposed geometry. Calculation forms for these analyses are
provided in Appendix B.
In both the short range and long range futures, the operation (level of service) at
the Suniga/Steeley intersection area the same as that at the Suniga/West Site Access
intersection in the cited TIS.
Figure 6 shows the recommended geometry at the Suniga/Steeley and
Suniga/Right-in Right-out intersections. Right-turn lane, approaching the Steeley Drive
and the Right-in/Right-out Access, are not required based upon LCUASS, Figure 8-4. As
an arterial street, Suniga Road should have a four-lane cross and left-turn lanes at the
Suiga/Steeley intersection.
The Mercy Housing development is proposing a right-in/right-out, east of the
Suniga/Steeley intersection. The right-in/right-out is approximately 500 feet from Steeley
Drive and approximately 250 feet from the proposed intersection to the east. It meets
intersection spacing from Steeley Drive. It does not meet intersection from the proposed
intersection to the east. However, it is unlikely that there will be any northbound right-
turning vehicles, from the right-in/right-out access, that will make a left-turn at the proposed
intersection to the east.
It is concluded that the Suniga/Steeley and Suniga/Right-in Right-out
intersections will meet the Fort Collins operational criteria with proposed geometry. As
an arterial street, Suniga Road should have a center median lane to accommodate left-
turning vehicles. It is respectfully requested that no further transportation analyses
related to the proposed development of Mercy Housing be required at this time.
