HomeMy WebLinkAboutNORTHFIELD COMMONS - FDP210022 - SUBMITTAL DOCUMENTS - ROUND 1 - DESIGN NARRATIVE Page 1 September 7, 2021 Project Information and Design Narrative Project Title: Northfield Commons Past Meeting Dates: Conceptual Review meeting held on January 22, 2021 Neighborhood Meeting was held on March 4, 2021 Planning and Zoning Board Hearing was held on August 19, 2021 Northfield Metro District Overview: • In 2020, Landmark Homes finalized the 55-acre Northfield for the Metro District as approved by Fort Collins City Council. • Total 442 housing units approved under the Northfield Metro District. • 6.5-acre tract in the Metro District located at SEC of Suniga and Redwood initially planned for the affordable housing component of the Metro District. General Information: Mercy Housing is proposing to acquire approximately 6.5 acres of the Northfield development o be designated for affordable deed-restricted multifamily housing within the larger Northfield development. The plan proposes seven (7) two- and three-story walk-up apartments, slab on grade with two distinct building types. 12 units/building – 84 units in total. Current bedroom configuration is 24 one-bedrooms, 42 two-bedrooms and 18 three-bedrooms. The project provides 136 parking spaces. Attached to an A-Type apartment building, there will be a 2,400 sq. ft. on-site property staff office/leasing center and community clubhouse and outdoor patio spaces. Northfield will retain 20 units in four buildings on the eastern portion of the project in the same configuration and design of the approved plans. Utilities / Access: The plans show entrances to each side of the project via Seeley Drive. One hammerhead turnaround is shown, along with a second point of access to Suniga on the east side of the project. Water, sanitary and power will be in the ROW under the new extension of Suniga to the east per the approved PDP. It will be Mercy Housing’s responsibility to bring the off-site utilities into our site for property service. Impervious/ Storm Drainage: The site will provide on-site filtration for storm and drain into the out lot directly adjacent to the east of the property. Page 2 Landscape Concept: Proposed landscaping for the site will consist of street trees in tree lawns and foundation plantings consisting of shrubs and ornamental grasses. Most of the outdoor activity spaces will consist of irrigated turf, with water-wise native seed in the remaining open space areas. Architectural Design: The Northfield Commons project includes seven multi-family apartment building that include three distinctive building types and designs. Building A is a 3-story apartment building that includes a single main entrance to an interior stairwell on the front of the building that leads to a mix of 1, 2 and 3-bedroom units on each level. The entry of the building includes a large covered 1-story entry canopy that provides an enhanced sense of entry and with human scale while also including a place for covered bike parking. Building A has been designed with several wall recesses to help articulate the overall massing and the hip roof design has been broken up to reduce the overall scale. Building materials include synthetic stone veneer, fiber cement lap siding and fiber cement board and batten siding that relate to the other approved multi-family buildings in the Northfield project directly to the north and east of this site. Building A-2 is like Building A but includes an attached, 1-story community space on the east end. This community space will contain a community gathering space, two staff offices, restrooms and a storage and maintenance area along with a exterior patio on the north side of the community space. The entry of this community space had been designed to be on the more prominent corner entering the site and has includes design elements to make it distinguishable as a community space with the use of a more prominent entry canopy and more extensive use of glazing to promote transparency to the interior functions of the space. Building B is a 2 and 3-story apartment building with the central units being accessed by an entrance to an interior stairwell that serves 1-2 bedrooms unit on both the 2nd and 3rd levels. This building also includes separate entrances for the two 3-bedroom units on the other side of the building including a ground level unit entry as well as a separate entrance to a private interior stair for the 2nd level 3-bedroom unit that is stacked directly above. Based on these unit configurations, Building B has 2-story massing on both ends of the building and a central 3-story portion. The roof design provides stepped gable roofs, and the wall articulation has also been designed to reduce the overall scale. Roof entry elements and materials are similar and complementary to approach taken with Building A although the different massing and roof designs create very distinctive overall designs.
