INTRODUCTION This Transportation Impact Study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed The Fairway Lane Apartments residential development. The Fairway Lane Apartments site is located in the northwest quadrant of the College/Fairway intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project developer (Fairway Apartments LLC), the project engineer (TB Group), the project architect (Infusion Architects), and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the “Larimer County Urban Area Street Standards” (LCUASS). Appendix A contains the Transportation Impact Study Base Assumptions form and related attachments for the Fairway Lane Apartments. The study involved the following steps: Collect physical, traffic, and development data; Perform trip generation, trip distribution, and trip assignment; Determine morning and afternoon peak hour traffic volumes; Conduct capacity and operational level of service analyses on key intersections; Analyze signal warrants; Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. DELICH Fairway Lane Apartments TIS, February 2021 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Fairway Lane Apartments site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial and residential. There are primarily commercial uses surrounding the site. The South Transit Center is west of the site. Redtail Ponds Residential is to the south of the site. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The center of Fort Collins is to the north of the Fairway Lane Apartments site. Streets The primary streets near the Fairway Lane Apartments site are College Avenue (US287), Fairway Lane, and Fossil Boulevard. Figure 2 shows the current geometry at the key intersections. College Avenue is east of (adjacent to) the proposed the Fairway Lane Apartments site. College Avenue is a north-south street designated as a six-lane arterial street on the Fort Collins Master Street Plan. Currently, College Avenue has a four-lane cross section (with a center lane) in this area. At the College/Fairway intersection, College Avenue has northbound and southbound left-turn lanes, two through lanes in each direction, and northbound and southbound right-turn lanes. The College/Fairway intersection has signal control. The posted speed limit on College Avenue is 50 mph in this area. Fairway Lane is south of (adjacent to) the proposed The Fairway Lane Apartments site. Fairway Lane is an east-west street designated as a local street on the Fort Collins Master Street Plan. Currently, Fairway Lane has a two-lane cross section. At the College/Fairway intersection, Fairway Lane has an eastbound left-turn lane, an eastbound through lane, and an eastbound right-turn lane. The westbound there is no striping, however there is a sign on the signal pole indicating a left-turn only lane. Therefore, the College/Fairway intersection was analyzed with a westbound left- turn lane and a through/right-turn lane. Fairway Lane only has an east leg at the Fairway/Fossil intersection. The west leg is access to a commercial property. At the Fairway/Fossil intersection, Fairway Lane has all movements combined in single lanes. The Fairway/Fossil intersection has yield control on Fairway Lane. There is no posted speed limit on Fairway Lane. Fossil Boulevard is west of (adjacent to) the proposed The Fairway Lane Apartments site. Fossil Boulevard is a north-south street designated as a local street on the Fort Collins Master Street Plan. At the Fairway/Fossil intersection, Fossil Boulevard has all movements combined in a single lane. There is no posted speed limit on Fossil Boulevard. Existing Traffic Recent peak hour traffic volumes at the College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections are shown in Figure 3. The counts at the College/Fairway intersection were obtained in June 2018 (City counts). The counts at the Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections were obtained in January 2021. Raw count data is provided in Appendix B. Since the counts at the College/Fairway intersection were obtained before COVID-19, a comparison was conducted with the recent (2021) counts along Fairway Lane to determine if any adjustments are needed. It was determined that the volumes along Fairway Lane should be increased. The through traffic on College Avenue was increased based upon the CDOT growth factor. The adjusted recent peak hour traffic volumes at the key intersections are shown in Figure 4. Existing Operation The College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections were evaluated using techniques provided in the 2016 Highway Capacity Manual, 6th Edition. Using the morning and afternoon peak hour traffic shown in Figure 4, the peak hour operation is shown in Table 1. The College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections currently meet the Fort Collins operational criteria with existing control and geometry in the morning and afternoon peak hours. Calculations forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2016 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for each movement and leg, and level of service D or better overall. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections; acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. The City’s existing signal timing was used at the College/Trilby and Lemay/Trilby intersections. Pedestrian Facilities There are sidewalks along College Avenue, Fairway Lane, and Fossil Boulevard where recent development or redevelopment has occurred. There are no sidewalks along the east side of College Avenue between College Avenue and the frontage road. Sidewalks will be incorporated within and adjacent to this development. The Mason Trail is to the west of the Fairway Lane Apartments. Transit Facilities Currently, this area of Fort Collins is served by a number of Transfort routes and the Max that serve the South Transit Center. PROPOSED DEVELOPMENT The Fairway Lane Apartments is a proposed apartment development consisting of a maximum of 264 dwelling units. Figure 5 shows the site plan of The Fairway Lane Apartments site. The short range analysis year (2026) includes development of The Fairway Lane Apartments and an appropriate increase in background traffic, due to normal growth, and other approved developments in the area. The long range future is considered to be 2040. The site plan shows that The Fairway Lane Apartments will have one full movement access to/from Fairway Lane. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 10th Edition, ITE was used to estimate trips that would be generated by the proposed/expected use at The Fairway Lane Apartments site. A trip is defined as a one-way vehicle movement from origin to destination. A 5 percent reduction was taken due to the location of the South Transit Center and potential bike trips. The City of Fort Collins staff agreed that there should be a reduction in the scoping discussions/emails. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of The Fairway Lane Apartments resulted in 1,366 daily trip ends, 85 morning peak hour trip ends, and 106 afternoon peak hour trip ends. Figure 6 shows the trip distribution for the short range (2026) and long range (2040) analysis futures. The trip distribution was agreed to by City of Fort Collins staff. Background traffic projections for the short range (2026) future horizon were obtained by reviewing CDOT 20-year traffic factor, the North Front Range Regional Transportation Plan, and various traffic studies prepared for this area of Fort Collins. The CDOT 20-year traffic factor for College Avenue (US287) is 1.08. It was determined that traffic volumes on Fairway Lane would increase by approximately 1% per year. Trip Assignment/Total Traffic Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Due to the circuitous route and roadway width, The Fairway Lane Apartments site generated traffic is unlikely to use Fossil Boulevard. Figure 9 shows the site generated peak hour traffic assignment. Figures 10 and 11 show the short range (2026) and long range (2040) total (site plus background) peak hour traffic assignment, respectively. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices (MUTCD). The College/Fairway intersection is currently signalized. The Fairway/Commercial Accesses and Fairway/Fossil stop sign controlled intersections will not warrant signals in the future. Geometry Figure 12 shows a schematic of the short range (2026) intersection geometry. This is the existing geometry at the key intersections. Figure 13 shows a schematic of the long range (2040) geometry. The geometry at the key intersections in the long range future was determined based upon achieving acceptable operation, meeting the geometric criteria in LCUASS, and the City of Fort Collins Master Street Plan. At the College/Fairway intersection, it is assumed that College Avenue will have three through lanes in each direction with the additional lane as a through/right-turn lane. The operation analyses were conducted for the short range analysis, reflecting a year 2026 condition, and for the long range analysis, reflecting a year 2040 condition. The long range (2040) analysis is provided for informational purposes and to identify potential operational and/or geometric issues. Using the short range (2026) background traffic volumes shown in 7, the College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections operate as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. All the key intersections meet the Fort Collins criteria with regard to operation using the existing control, geometry, and signal timing. Using the long range (2040) background traffic volumes shown in Figure 8, the College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections operate as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. Using the short range (2026) total traffic volumes shown in Figure 10, the College/Fairway, Fairway/Woodley’s Access, Fairway/Fairway Apartments Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections operate as indicated in Table 5. Calculation forms for these analyses are provided in Appendix F. All the key intersections will meet the Fort Collins operational criteria with the existing control, geometry, and signal timing. Using the traffic volumes shown in Figure 11, the College/Fairway, Fairway/Woodley’s Access, Fairway/Fairway Apartments Access, Fairway/Florida Tile Access, and Fairway/Fossil College/Trilby, intersections operate in the long range (2040) total condition as indicated in Table 6. Calculation forms for these analyses are provided in Appendix G. Pedestrian Level of Service Appendix H shows a map of the area that is within 1320 feet of The Fairway Lane Apartments site. There are four destination areas within 1320 feet of the proposed The Fairway Lane Apartments: 1) the commercial area north of the site; 2) the commercial/ residential neighborhood to the east of the site; 3) the commercial/residential neighborhood south of the site; and 4) the South Transit Center west of the site. The minimum level of service for “activity center and corridors” is B, except Street Crossing at LOS C. Directness – The distance ratio to all pedestrian destinations is less than 1.4 (LOS B) since there will be the opportunity to have a pedestrian crossing of College Avenue at the College/Fairway signalized intersection. The continuity to pedestrian destination 2 is at LOS C, since there are attached sidewalks along Fairway Lane. Street Crossings – The street crossings to pedestrian destinations 1, 3, and 4 will be acceptable at LOS A, since the street crossings are all at local residential streets. The street crossing to pedestrian destination 2 will be acceptable at LOS C, since it requires crossing College Avenue. Visual Interest and Amenity – The visual interest and amenity to all pedestrian destinations is acceptable at LOS B, since most of the sidewalks have a commercial/residential neighborhood character. Security - The security to all pedestrian destinations is acceptable at LOS B, since most of the sidewalks are adjacent to commercial/residential land uses. Acceptable pedestrian level of service will be achieved for pedestrian destinations 1, 3, and 4 within 1320 of The Fairway Lane Apartments. Pedestrian level of service is not achieved for the Continuity category to pedestrian destination 2. This is due to the fact that there are attached sidewalks along Fairway Lane. The Pedestrian LOS Worksheet is provided in Appendix H. The Fairway Lane Apartments development will install the sidewalk along the College Avenue and Fairway Lane adjacent to the site. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there is one destination area within 1320 feet of The Fairway Lane Apartments: The South Transit Center/Mason Trail to the west of the site. The Bicycle LOS Worksheet is provided in Appendix H. The minimum level of service for this site is C. There are bike lanes on College Avenue in the form of the wide shoulders and the Mason Trail. Therefore, it is concluded that acceptable bicycle level of service can be achieved. Transit Level of Service Currently, this area of Fort Collins is served by a number of Transfort routes and the Max that serve the South Transit Center. CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of the Fairway Lane Apartments development on the street system in the vicinity of the proposed development in the short range (2026) and long range (2040) futures. As a result of this analysis, the following is concluded: The development of The Fairway Lane Apartments site is feasible from a traffic engineering standpoint. At full development, The Fairway Lane Apartments will generate the following traffic: 1,366 daily trip ends, 85 morning peak hour trip ends, and 106 afternoon peak hour trip ends. Currently, the College/Fairway, Fairway/Woodley’s Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections meet the Fort Collins operational criteria with existing control and geometry in the morning and afternoon peak hours. The College/Fairway intersection is currently signalized. The Fairway/Commercial Accesses and Fairway/Fossil stop sign controlled intersections will not warrant signals in the future. In the short range (2026) total future, given development of The Fairway Lane Apartments and an increase in background traffic, the College/Fairway, Fairway/Woodley’s Access, Fairway/Fairway Apartments Access, Fairway/Florida Tile Access, and Fairway/Fossil intersections will meet the Fort Collins operational criteria with the existing control, geometry, and signal timing. In the long range (2040) total future, given development of The Fairway Lane Apartments and an increase in background traffic, the College/Fairway, Fairway/Woodley’s Access, Fairway/Fairway Apartment Access, Fairway/Florida Tile Access, and Fairway/Fossil key intersections will meet the Fort Collins operational criteria, overall, with the recommended geometry and control. The short range (2026) geometry is shown in Figure 12. This is the existing geometry at the key intersections. The long range (2040) geometry is shown in Figure 13. At the College/Fairway intersection, it is assumed that College Avenue will have three through lanes in each direction with the additional lane as a through/right-turn lane. Acceptable level of service is achieved for bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines. In the short range (2026) future, some pedestrian level of service categories cannot be achieved due to attached sidewalks.
