1. An extension of the existing monopine to 90-ft in height represents a change in character to the original
wireless facility and will require approval as a major amendment to the existing approved plans. A major
amendment requires a public hearing before an Administrative Hearing Officer and a potential neighborhood
meeting.
The proposed extension of the existing monopine has been reduced. The current proposal calls
for an extension to 83’. Per federal law, (Section 6409 of the Spectrum Act), local jurisdictions
“shall approve” and “may not deny” Eligible Facility Requests, such as this project. The law
allows for extensions of 10% of the existing tower height, or 20’, whichever is greater. There are
also shot clock provisions in the federal law which require approval by the local jurisdictions in a
timely manner. It’s unclear whether a public hearing (if required) could take place within the time
allotted by federal law.
2. Some elements of the existing wireless facility currently appear to be out of compliance with the original
approved plans, such as dead/missing landscaping. These elements would need to be brought into
compliance alongside any proposed changes to the site.
Project will include compliance with originally stipulated landscaping condition of approval, as
approved by the City.
3. Wireless telecommunication facilities require a 1:1 setback from the nearest property line with respect to
pole height. A 90 ft pole may exceed this setback requirement, in which case, a letter signed by a structural
engineer is needed indicating the facility has been designed to collapse rather than topple. The letter should
address the interaction of the extension and original construction with regards to pole failure.
Proposed extension has been reduced to 83’. Pole will be engineer-designed and approved to
be structurally sound.
4. Stealth requirements for wireless facilities seek to hide, disguise, or minimize equipment
visibility. An extension of antennas even further beyond the monopine branch diameter
would not meet stealth requirements. Overall compatibility may also be an issue with the
proposed height given the lack of other contextual evergreen landscaping or taller
structures in the vicinity.
Proposed extension has been reduced to 83’. Pine trees in this vicinity can often grow to
83’ and higher.

5. The existing monopine is one of the oldest examples in the community and of poorer visual
quality than what would be required of a newer facility (higher branch density, simulated bark,
etc.). Staff would be interested in further discussions about opportunities at this site to improve
existing conditions or consider possibilities for alternative stealth designs that meet the needs
for the existing and proposed antennas.
If required, we may provide enhanced aesthetics for the monopine including painting,
improved branch density, and possibly antenna socks to make it more visually
appealing.
6. Finally, please note the City is working on a new Wireless Master Plan and future changes
to standards and requirements for wireless facilities may be forthcoming. Depending on
the timeline for an application submittal, additional standards may be required in the
future

Trees provide many environmental and socioeconomic benefits including reduced cooling expenses,
providing natural wind breaks, improving air quality, and increasing property values. Existing significant trees
shall be preserved to the extent reasonably feasible. Will there be construction within the critical root zone of
any of the existing trees on your property? The critical root zone is defined as 12 inches in radius per one inch
in diameter at 4.5 ft above the ground. If so, please consider how the construction will impact the health of
the nearby trees and consider alternate scenarios to preserve them. Additionally, please add a detail
outlining the critical root zones of each existing tree. More information on how to show the critical root zone
can be found in Land Use Code 3.2.1 (G).

projects proposing significant tree removal regardless of the scale of the project. The purpose of
this letter is to provide a document of record with the project’s approval and for the City to maintain
a record of all proposed significant tree removals and justifications. Existing significant trees within
the project’s Limits of Disturbance (LOD) and within natural area buffer zones shall be preserved to
the extent reasonably feasible. Streets, buildings, and lot layouts shall be designed to minimize the
disturbance to significant existing trees. (Extent reasonably feasible shall mean that, under the
circumstances, reasonable efforts have been undertaken to comply with the regulation, that the
costs of compliance clearly outweigh the potential benefits to the public or would unreasonably
burden the proposed project, and reasonable steps have been undertaken to minimize any potential
harm or adverse impacts resulting from noncompliance with the regulation.) Where it is not feasible
to protect and retain significant existing tree(s) or to transplant them to another on-site location, the
applicant shall replace such tree(s) according to City mitigation requirements.

No Comment from Erosion Control. Based upon the submitted Planning Materials it has been determined
that this project; will disturb less than 10,000 sq. ft., is not proposed to be in a sensitive area, has no steep
slopes (greater than 3H:1V) within or adjacent to the project, and is not part of a larger common development
that will or is under construction. Therefore, no Erosion Control Material submittal is needed. If this project
substantially changes in size or design where the above criteria now apply, erosion control materials should
be submitted. Though the project at this time requires no erosion control material submittal, the project still
must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash debris, landscape materials
and other pollutants from the potential of leaving the site and entering the storm sewer at all times during the
project in accordance with City Code 26-498. If complaint driven or site observation of the project seem not
to prevent the pollutant discharge the City may require the project to install erosion and sediment control
measures. Nearby inlets that may be impacted by the pollutants, in particular dirt, should be protected as a
good preventative practice and individual lots should be protected from material escaping onto the sidewalk.

these permits signed off.
