Changes City of Fort Collins Development ReviewIn order to continue providing thorough reviews and giving every project the attention it deserves, the City of Fort Collins is implementing
temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness
of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating
impacts to our customers. As a result, we will be making some temporary service changes.Beginning Monday May 10th one additional week of review time will be added to all 1st and 2nd
round submittals (increase from 3 weeks to 4 weeks).Comment Number: 6 Comment Originated: 06/29/202106/29/2021: INFORMATION:LUC 2.211 Lapse, Rounds of Review: Applicants,

GeneralComment Number: 1 Comment Originated: 06/29/202106/29/2021: It will be helpful for you to be familiar with Land Use Code Section 3.8.13, easily found online.Comment
Number: 2 Comment Originated: 06/29/202106/29/2021: Staff is assuming that this is a collapsing telescoping pole design as required under Land Use Code Section 3.8.13(C)(1),
Setbacks. Such a pole design must be stamped by a licensed structural engineer. Here's that standard: With respect to a monopole, the setback of the facility from the property lines
shall be one (1) foot for every foot of height. However, to the extent that it can be demonstrated that the structure will collapse rather than topple, this requirement can be waived
by the Director. In addition, the setbacks for groundmounted wireless telecommunication equipment shall be governed by the setback criteria established in Articles 3 and/or 4.The monopole
will be designed to collapse onto itself. The tower will not be ordered until after the zoning is complete, therefore a letter demonstrating the fall zone will not be available until
time of the building permit.Comment Number: 3 Comment Originated: 06/30/202106/30/2021: Please provide a context diagram or explanation of other structures in the vicinity
that have been considered for colocation, which have led to the conclusion that a new structure is necessary. There are no other towers in the vicinity that could be considered for co-location.
T-Mobile was located on an existing utility power pole and were forced to decommission that site, therefore this site is necessary due to a lack of coverage in the area.Comment Number:
4 Comment Originated: 06/30/202106/30/2021: Could the proposed pole accommodate colocation of any additional equipment by any other wireless telecommunication provider? Any
application for the approval of a plan for the installation of wireless telecommunication facilities or equipment shall include documentation of the applicant's good faith efforts toward
such cooperation. The previous conceptual review item addressed this – I assume that is still the case.Elevation updated to include second carrier. Elevated platform increased in size
to accommodate second tenant. Comment Number: 5 Comment Originated: 06/30/202106/30/2021: For the meeting: It appears that the proposed location may has intrinsic problems
of access and existing stormwater detention pond constraints, however, if the proposal were to go forward, an important next step would be to explore possibilities for the design of
the facility. A slimline pole would seem to be most compatible with the context, which includes a number of other poles for the abutting electric substation and the transmission line
poles along the railroad to the east. To fit into the context the pole should not exceed the height of the tallest existing poles – 75 feet in the case of the transmission line poles. The
proposed tower is 85’-0” in order to provide the necessary coverage for T-Mobile. This height will allow Vertical Bridge an opportunity to allow additional co-location, thus limiting
the number of towers in the area.Comment Number: 6 Comment Originated: 06/30/202106/30/2021: For the meeting: A photo rendering(s) is needed to illustrate the visual effect
of the new pole in the context. Question for the meeting: did we see illustrations in a previous inquiry about this location? I don’t see anything in the 2.6.2020 conceptual review
materials.Photo simulations have been submitted, showing existing conditions and then area with the proposed tower.Department: Engineering Development ReviewContact: Dave Betley,

Is there a stormwater easement over the detention area? If there is, it should be listed on the plans. The original easement was not previously recorded. The easement has been added
back into the plans and legal description will be included in final survey (any encroaching piers from the elevated platform will be excluded from the easement).Comment Number: 2
Comment Originated: 06/28/202106/28/2021: For Information: The plans are showing a raised equipment platform. Will this platform require fill? I am not sure it is clear from
the plans. The applicant is showing a raised platform. How many supports that will be needed for the platform. How large is the base of the cell tower? How much area is actually
being impacted?Elevated platform will be supported by drilled piers – fill will not be required. See platform analysis and drawings for details.Comment Number: 3 Comment Originated:
06/28/202106/28/2021: For Approval: The applicant is looking to build a fence within the detention area. How will this impact the detention volume? This will need to be coordinated
with the utility group. How will this impact maintenance of the detention basin? The portion of the platform that encroaches on the detention pond will have the fence attached directly
to the platform and will not extend below the platform to allow for free surface flow beneath the platform. Comment Number: 4 Comment Originated: 06/28/202106/28/2021: For
Approval: On sheet LS3, the access to the is shown to go through the detention pond. The elevation difference on the detention pond appears to be three feet. Is it proposed to have
a vehicle drive this access? Will this access satisfy fire access. This will need to be coordinated with the Poudre Fire Department.Access has been revised to meet PFA requirements
for stretcher access to the site. Access will be via pervious pavers and elevated grated platform supported by drilled piers.Comment Number: 5 Comment Originated: 06/28/202106/28/2021:

3 Comment Originated: 06/29/202106/29/2021: FOR HEARINGPlease explain the permanent access to the tower and equipment. From which side of the tower are you proposing permanent
access? Sheet LS3 shows a 14ft access and utility easement around the north side of building and through the existing detention pond. I remember talking about a temporary path for
construction access along this route, but not a permanent access path (In the Conceptual Review comments and in further conversations). We had talked about better options for permanent
access would be along the driveway to the south on the adjacent property.
Access to tower to come from north end of property via elevated steel grating platform.*If you would like to propose permanent access through the existing detention pond, the following
will be required: Impervious surface documentation for access path. Grading plan for pond modifications – This should be in the form of a formal Utility Plan Set meeting City and LCUASS
requirements and stamped by a Colorado PE. Pond volume certification – during design and as part of postconstruction. This is done by a Colorado PE.
Please see update drainage letter*If there will be a need for an easement from an adjacent property owner such as for a permanent access on the southern property the City will need
(at minimum) a Letter of Intent (LOI) from the property owner before Hearing.Comment Number: 4 Comment Originated: 06/29/202106/29/2021: FOR HEARING:If there will be permanent
