This property was annexed to the City of Fort Collins as part of the Harmony Half Acres Annexation as of July 1, 1989. At the time of annexation, the area was zoned into the R-E, Estate Residential District, which is a municipal zoning district. This district provides for "larger lot residential subdivisions initially approved by Larimer County and subsequently annexed into the City". The RE District permits farm animals, including (but not limited to) chickens, pigs, sheep, goats, horses and cattle. The RE District also allows farm animals in spite of any provisions within the City's Animal Control Ordinance. Therefore, keeping a horse on the property (even though the Animal Control Ordinance specifies a .5 acre pasture area per horse) is not a violation of any existing City Code provisions. The attachment of the RE District to your property, in effect, overrides the Animal Control Ordinance. If you have any questions regarding this information, please do not hesitate to contact me.
