Temporary Service Changes - City of Fort Collins Development Review 5. To best provide thorough reviews and give every project the attention it deserves, the City of Fort Collins is implementing temporary changes in how we serve our development customers. As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been e xploring options for mitigating impacts to our customers. As a result, we will be making some temporary service level adjustments. Currently, one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Department: Planning Services Contact: Jason Holland, 970-224-6126, jholland@fcgov.com 1. 07/27/2021: The ODP includes CSU land that has not yet been zoned to MMN. The CSU property appears to have been zoned T-Transition, although some of the land appears as unzoned CSU on the city zoning GIS map. There's a question/concern that staff does not have jurisdiction to approve an ODP over the CSU area of the plan. All of the CSU land was part of the Blue Spruce Farm Annexation, which notes a (T) Transition zoning. Response: The CSU property has been removed from the boundaries of the development. 2. 07/27/2021: The overall development plan shall conform to the Master Street Plan requirements and the street pattern/connectivity standards both within and adjacent to the boundaries of the plan as required pursuant to Sections 3.6.1 and 3.6.3(A) through (F). To meet this standard, please provide at least one pedestrian connection along the east property line, lining up with the Rigden Farm ODP. Please add pedestrian connection arrows and also add this to the legend. 3. Response: The trail alignment has been updated and a potential pedestrian connection from Rigden Farm has been added to the plans. Please be aware that if the applicant constructs a porkchop to limit movement at this drive access, the porkchop may need to be relocated at a point in the future when Timberline Road is expanded to a six-lane arterial. The proposed driveway does not meet separation requirements outlined in LCUASS Table 7-3. Response: Comment noted. If a variance request is required, it will be provided at the time of development review. 3. 07/26/2021: INFORMATION ONLY, FOR PDP: Existing overhead utilities will need to be undergrounded along with future improvements to public infrastructure. Response: Comment noted. At the time of future PDP(s) this item will be addressed. 4. 07/26/2021: INFORMATION ONLY, FOR PDP: On future utility plans, please clearly identify the location of the section line for Section 29, Township 7 North, Range 68 West. Response: The Section line has been labeled. 5. 07/26/2021: INFORMATION ONLY, FOR PDP: Additional ROW for Timberline Road will need to be dedicated prior to future development of the properties owned by CSU, which are intended to be purchased by the developer. ROW dedication will need to be sufficient for a six-lane arterial. The developer will be responsible for rebuilding this section of sidewalk to align with the future expansion of Timberline Road. The relocation of the sidewalk may be done along with the demolition of the existing buildings, or along with the future development of the properties. As far as I can tell, the applicant will not be required to dedicate this ROW and realign this section of sidewalk as part of the multi-family project to the east. However, Engineering encourages the applicant to consider dedicating the ROW and realigning the sidewalk along with the multi-family project to achieve ultimate frontage conditions and avoid having to reconstruct the drive access onto Timberline Road when the road is widened. The Applicant will work with the City to ensure that the appropriate ROW is provided at the time future development occurs in this area. 6. 07/26/2021: INFORMATION ONLY: According to the Timberline Church PUD plat, the existing Timberline Road ROW along the Timberline Church property is 144 feet. If this is accurate, the applicant will not need to dedicate additional ROW along the frontage of the existing Timberline Church property. This comment does not apply to the Timberline Road ROW along the properties owned by CSU in the southwest corner of the ODP property. Response: Acknowledged. 7. 07/26/2021: FOR HEARING: The applicant has depicted on the ODP plan that the property's existing full -movement drive access is to remain full-movement. Please be aware that this drive access will be restricted to less than 244 North College Ave, #130 I Fort Collins, CO 80524 www.norris-design.com full-movement after Timberline Road is expanded to a six-lane arterial. The note on the ODP plan which states "Existing full turn movement to remain" should be revised to state: "Existing full turn movement to remain in the interim." Response: Comment noted. Thank you for this information 8. 07/29/2021: FOR HEARING: Please indicate on the ODP plan that the internal road network for the project(s) will be private streets. Response: NDPL This information has been added to the ODP as requested. 9. The LCUASS manual has been updated as of August 1, 2021. Please base your design on the most current standards. If applicable, please provide an “Existing Tree Removal Feasibility Letter” for City Forestry staff to review. Proposals to remove significant existing trees must provide a justification letter detailing the reason for tree removal. This is required for all development projects proposing significant tree remo val regardless of the scale of the project. The purpose of this letter is to provide a document of record with the project’s approval and for the City to maintain a record of all proposed significant tree removals and justifications. Existing significant trees within the project’s Limits of Disturbance (LOD) and within natural area buffer zones shall be preserved to the extent reasonably feasible. Streets, buildings and lot layouts shall be designed to minimize the disturbance to significant existing trees. (Extent reasonably feasible shall mean that, under the circumstances, reasonable efforts have been undertaken to comply with the regulation, that the costs of compliance clearly outweigh the potential benefits to the public or would unreasonably burden th e proposed project, and reasonable steps have been undertaken to minimize any potential harm or adverse impacts resulting from noncompliance with the regulation.) Where it is not feasible to protect and retain significant existing tree(s) or to transplant them to another on-site location, the applicant shall replace such tree(s) according to City mitigation requirements. This should include the existing tree inventory, any proposed tree removals with their locations clearly noted and any proposed tree plantings (Including species, size, quantity, and method of transplant). The following minimum requirements shall apply to any development plan: Number of trees on site Maximum percentage of any one species 10-19 50% 20-39 33% 40-59 25% 60 or more 15% The City of Fort Collins’ urban forest has reached the maximum percentage of the following species. Ash (Fraxinus), Honeylocust (Gleditsia triacanthose: ‘Shademaster’, ‘Skyline’, etc), Bur Oak (Quercus macrocarpa), and Chanticleer Pear (Pyrus calleryana). Please note that additional species might join this list as we work through the review process. Response: Comment noted. This information will be applied during future PDP applications, as appropriate 5. 7/26/2021: INFORMATION ONLY FOR PDP Please provide a typical right-of-way detail per transects that includes locations of utilities (gas, water, electric, communication, cable, fiber option, sewer etc.), streetlights, driveways (if applicable) and street trees. Standard tree-utility separation distances currently used per Land Use Code standards are preferred and are as followed: Streetlight/Tree Separation: Canopy shade tree: 40 feet Ornamental tree: 15 feet Stop Sign/Tree Separation: Based on feedback from Traffic Operations, it is preferred trees be planted at least 50 feet from the nearest stop sign in order to minimize conflicts with regulatory traffic signs. While the 50 feet of separation is not officially codified yet, Traffic Operations has indicated that the current standard of 20 feet does not provide adequate stop sign clearance. All developments shall establish groves and belts of trees along all city streets, in and around parking lots, and in all landscape areas that are located within fifty (50) feet of any building or structure in order to establish at least a partial urban tree canopy. Full tree stocking shall mean formal or informal groupings of trees planted according to the following spacing dimensions: Tree Type Minimum/Maximum Spacing Canopy shade Trees 30'-40' Coniferous evergreens 20'-30' Ornamental trees 20'-30' Exact locations and spacings may be adjusted at the option of the applicant to support patterns of use, views and circulation as long as the minimum tree planting requirement is met.
