HomeMy WebLinkAboutDIAMOND SHAMROCK CORNER STORE #1100 PUD - FINAL - 14-89A - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (2)Develownt Services • Planning Department City of Fort Collins March 28, 1989 Mr. Ken Baca Mr. Ed Kress Diamond Shamrock 520 E. 56th Avenue Denver, Co. 80216 Dear Gentlemen: As you are aware, the Preliminary hearing for the Diamond Shamrock Corner Store P.U.D. was continued from March 27th to April 3rd. However, the submittal deadline for the Final P.U.D. approval hearing on May 22nd is April 5th. In order to assist in your preparation for the Final P.U.D. submittal, the following points should be addressed. Please keep in mind that the P & Z Board may mandate additional changes. These changes would have to be submitted to the Planning Department on May 3rd. The final site plan should show the closing of the internal access drive that connects through to the Pott's parking lot just adjacent to Elizabeth Street. This area should be treated with landscaping. The internal access drive on the south, by Duds and Suds, shall remain open. 2. There is sufficient width on the joint private drive with Taco Bell to include a separate northbound, left -turn exit lane to westbound Elizabeth. This lane should be a minimum of 11 feet wide. 3. Staff questions the need for the illuminated panaflex on the south store elevation. This extra illumination does not appear necessary as all the traffic will be coming from north. In the interest of neighborhood compatibility (Matador Apartments are zoned Planned Residential), Staff strongly suggests this panaflex be deleted for something that is non -illuminated. 4. The trash enclosure should be brick to match the building and not "prefabricated" as currently specified. 5. The site plan or building elevation should state the color of the brick. 6. The building elevation should state that the color of the canopy fascia is to be red. Now, it just states "painted steel". 7. The building elevation for the carwash indicates a red fascia. Staff suggests this colored fascia be limited to the north elevation only. Staff questions the location of the telephone station. Would this not be better located under the canopy for protection and security? 9. Additional shrub beds should be added to the berming on Elizabeth Street. 10. On the height of the canopy, there appears to be a discrepancy between the site plan notes and the elevation drawing. The site notes indicate that the height would be 18'4", while the elevation drawing indicates 17'6". Please resolve this discrepancy. 11. Also on the canopy, the site plan indicates only one canopy logo while the elevation drawing indicates two. Again, please resolve. 12. Other gas station facilities have successfully broken up the large concrete surface with planters or shrub beds in the areas under the canopy. Certain shrubs prefer shade and do well under these conditions. Please investigate various shrub species and add planters or beds under the canopy at the ends of the pump islands. Hopefully, this information will help as you prepare the final submittal. Enclosed is the development review schedule. It may be helpful to realize that the final approval is considered a separate review process culminated in a P & Z hearing on May 22, 1989. There is one element that cannot be predicted at this time. The P & Z Board, at the continued hearing on April 3, 1989, may make suggestions or revisions that we do not anticipate at this time. If such is the case, these changes would be required to be shown on the May 3rd revision date. As always, please call if there are any questions or concerns.
