Box 580 Fort Collins, Colorado 80522 RE: Traffic Impact Analysis Proposed Diamond Shamrock Service Station West Elizabeth Street FHU Reference No. 89-011 Dear Mr. Sheppard: APR 181989 Felsburg Holt & Ullevig prepared and submitted a Traffic Impact Analysis on the above referenced project in March 1989. Since that analysis was prepared, the access plan for the site has changed to reflect a request of City staff to remove the proposed access on the northeast corner of the property di- recting traffic through the parking area of the CBP restau- rant. Prepared at your request, the purpose of this letter is to document the changes that this modification causes in the traffic analysis. The closure of this access does not imply any changes in either proposed land use or proposed size of the facility. Therefore, the only changes in the traffic analysis involve the reassignment of some of the traffic volumes; with this revised plan all traffic to and from the site will use the access road bordering the site on it's western edge. The attached Figures 5, 8 and 9 illustrate the revised assignments for project generated traffic and for total traffic in the two future design years. Also attached are revised Figures 10 and 11 from the previously submitted report and revised worksheets for the level of service analyses at the access road/West Elizabeth Street intersection. Because the volumes of traffic associated with this access change are relatively low, the results of the level of service analyses are not substantially different from those previously reported. The motorists making left turns out of the access road during the PM peak hour would, however, experience a lower level of service.
