PROJECT DESCRIPTION:
This is a request for final planned unit development (PUD) approval for 35 single family
residential lots on 10.64 acres. The property is located north of Stetson Creek Drive, east
of Timberline Road, south of Timber Creek Drive, west of County Road 9, and is zoned
LMN - Low Density Mixed -Use Neighborhood.
RECOMMENDATION: Approval

This request for final PUD approval:

COMMENTS:
1. Background:
The surrounding zoning and land uses are as follows:
N: RL; existing single family residential (Timber Creek PUD)
S: RL; existing single family residential (Stetson Creek PUD, First Filing)
E: RL; existing single family residential (Stetson Creek PUD, Third Filing)
W: RL; planned, approved multi -family residential (Stetson Creek PUD, Fifth Filing)
The property was annexed into the City as part of the South Harmony Annexation in 1986.
The subject property was part of the Stromberger Property Overall Development Plan
(ODP) that was approved by the Planning and Zoning Board in April, 1989 for
Industrial/Business Service Uses on 151.1 acres.
The subject property is part of the Timber Creek & Stetson Creek ODP (formerly Rock
Creek ODP) that was approved by the Planning and Zoning Board in November, 1993 for
mixed density residential uses on 133.87 acres. This ODP is the southerly portion of the
aforementioned Stromberger Property ODP. The proposed Stetson Creek, Fourth Filing
is a portion of Parcel C of the approved ODP, with this parcel being approved for low
density residential.
The Stetson Creek PUD, Third & Fourth Filings - Preliminary was approved by the
Planning and Zoning Board on March 25, 1996, for 118 single family residential lots on
38.69 acres. The Fourth Filing portion consisted of 56 lots on approximately 17 acres.
A Partial Abandonment of the Timber Creek & Stetson Creek ODP was approved by the
Planning and Zoning Board on August 20, 1998. The abandonment contained 20 lots on
approximately 6.0 acres of the Fourth Filing portion of the Stetson Creek PUD, Third &
Fourth Filings - Preliminary development plan, for a net of 36 lots on approximately 11.0
acres. The current Stetson Creek PUD, Fourth Filing - Final request consists of 35 lots on
10.64 acres. The Third Filing portion of the preliminary PUD was untouched with this
abandonment.
2. Land Use:
This is a request for final PUD approval for 35 single family residential lots on 10.64 acres.
The property is located north of Stetson Creek Drive, east of Timberline Road, south of
Timber Creek Drive, and west of County Road 9. It is in conformance with the Stetson

Creek PUD, Third & Fourth Filings - Preliminary and meets the All Development Criteria
of the LDGS.
The Stetson Creek PUD, Fourth Filing - Final proposes a gross residential density of 3.29
dwelling units per acre, which is in conformance with All Development Criterion A-1.12
Residential Density in the LDGS.
3. Design:
Landscaping:
The streetscape along Stetson Creek Drive is designed so that there will be a detached
meandering sidewalk, a parkway strip of 10' - 14' in width, and deciduous street trees. The
streetscape treatment for the Fourth Filing is consistent with the approved and installed
streetscape in the Stetson Creek PUD, First Filing to the south and the Stetson Creek
PUD, Third Filing to the east. Also, there will be a mix of deciduous, ornamental, and
evergreen trees installed in the common open space and detention areas. All of this
landscaping will be provided by the developer.
4. Transportation:
This development will gain its primary access on Stetson Creek Drive, a local street,
between the Third and Fifth Filings. Stetson Creek Drive intersects with Timberline Road
and continues to the north and turns into Timber Creek Drive in the Timber Creek PUD,
thereby providing a second means of access to Stetson Creek. Also, Rock Creek Drive,
a collector street at the northeast corner of the Third Filing, will eventually extend east to
the future Corbett Drive, providing a third point of access. The individual lots will be
accessed from several cul-de-sac streets that intersect with Stetson Creek Drive.
FINDINGS OF FACT/CONCLUSIONS:
In evaluating the request for Stetson Creek PUD, Fourth Filing - Final, staff makes the
following findings of fact:
It is in conformance with the Stetson Creek PUD, Third & Fourth Filings -
Preliminary.
It meets the All Development Criteria of the LDGS.
