Dear Kimberly,
Staff has reviewed your documentation for the STETSON CREEK PUD, FOURTH FILING -
Final, that was submitted to the City on March 16, 1999, and would like to offer the following
comments:
This development request is being reviewed as a planned unit development (PUD) and
will be evaluated against the policies and regulations as set forth in the Land
Development Guidance System (LDGS), the City's performance -based, flexible zoning
ordinance that is being phased out to allow for implementation of the adopted Land Use
Code. The final development plan will go before the Planning and Zoning Board for a
decision.
2. Ron Gonzales of the Poudre Fire Authority offered the following comments:
a. Fire hydrants are required with a maximum spacing of 800' along an approved
roadway. Each hydrant must be capable of delivering 1,000 gallons of water per
minute at a residual pressure of 20 psi. Hydrants shall be of an approved type as
defined by the water department and the fire department.
b. Address numerals shall be visible from the street fronting the property, and
posted on a contrasting background (example: bronze numerals on a brown
brick are not acceptable).

3. Jenny Nuckols of the Zoning Department offered the following comments:
a. Remove the topography lines from the Site Plan prior to recording the mylar.
b. Plant Note #14 on the Landscape Plan refers to "landscaping in each
construction phase". It appears that this filing is only one phase. Please clarify. If
more than one phase is proposed then phase lines should be shown on the
Landscape Plan.

C. Are all privacy fences to match the fence detail as shown on the Landscape
Plan? If this fence is being installed by the developer/contractor other than on the
rear of each lot, then the locations need to be shown on the Site and/or
Landscape Plans.

about these comments.
4. The Streets Department asked who will be responsible for the sidewalk snow removal
along Stetson Creek Drive (where the houses back up to it)? Will there be a
Homeowner's Association to do snow removal?
5. A copy of the Water Conservation Standards for Landscapes COMMENT SHEET
received from Laurie D'Audney, the City's Utility Education Specialist dealing with
water conservation standards for landscapes, is attached to this letter. Also attached is
general information on the City of Fort Collins Water Conservation Standards for
Landscaping and Irrigation Systems.
The following comments and concerns were expressed at the Staff Review meeting on April 14,
1999:
Stormwater
6. This development proposal is not subject to the new rainfall (precipitation rate) criteria;
however, the drainage report and plans must show how this development fits into the
Overall Development Plan drainage plan.
7. Once the Stetson Creek PUD, Fifth Filing is filed and dedicates an off -site drainage
easement through this property along the Madison Creek Drive alignment, then the
Fourth Filing will have to vacate this easement to be able to be constructed.
Engineering
8. The sidewalk at the southeast corner of this filing needs to be continued and this must
be shown on the utility plans.
9. The Stetson Creek PUD, Fourth Filing will be responsible for constructing Madison
Creek Drive if it proceeds ahead of the Fifth Filing.
10. Is the sidewalk along the east side of Madison Creek Drive to be attached or detached?
It should match the sidewalk on the west side, in the Stetson Creek PUD, Fifth Filing.
11. There is a Sight Distance/Triangle Easement needed in the Fourth Filing.
12. The Stetson Creek PUD, Fifth Filing should be recorded before the Fourth Filing.
13. There are minor issues associated with the subdivision plat language.

Transportation Planning
14. Bicycle/pedestrian trails could/should be provided in some locations between the street
cul-de-sacs. Due to potential impacts with storm drainage channels, this should be
worked out with Basil Hamdan of the Stormwater Utility.
Planning
15. Copies of red -lined plans, with comments, are being forwarded to the applicant.
This completes the staff comments at this time. Additional comments will be forthcoming as
they are received from City departments and outside reviewing agencies.
It appears that this project may be ready to go to the Planning and Zoning Board for a decision,
possibly on the agenda for the May 20th P&Z Board public hearing date. There are still minor
issues regarding potential bicycle/pedestrian trail connections, some drainage concerns, and
engineering concerns that must be addressed prior to confirming the hearing date. Please
contact Kathleen Reavis (at 224-6140), Basil Harridan (at 221-6035), and Marc Virata (at 221-
6750) to discuss their concerns. Wednesday, April 21" is when staff will set the May 201h
agenda, so please try to resolve outstanding issues by that time..
