Dear Kimberly,
Staff has reviewed your revisions for the Townhomes at Stetson Creek (Fifth
Filing), Project Development Plan (PDP) that were submitted to the City on
September 23, 1998, and would like to offer the following comments:
1. Representatives of the Zoning Department offered the following comments:
a. Refer to the landscape phases as "Phases", not by sheet number, on the
Overall Landscape Plan. As an example, the notes could/should read:
Phase 1, 2, 3, or 4 of the
LANDSCAPE PLAN
(Sheet 4, 5, 6, or 7)
b. The pool cabana and security fence elevations must be submitted to
the City for review.

2. Susan Peterson of U.S. West offered the following comments:
a. These plans do not show existing U.S. West facilities along Timberline
Road. They are unable to determine how these plans affect their
facilities.
b. The telephone layout needs revisions. Please contact Susan to schedule
a meeting, or if another utility coordination meeting is held issues
could be resolved then.

C. The plans show no phones for the pool house. The applicant will want
phones there for safety reasons.
3. Ron Gonzales of the Poudre Fire Authority offered the following
comments:
a. REQUIRED ACCESS: Fire apparatus access roads shall be
provided for every facility, building or portion of a building hereafter
constructed or moved into or within the jurisdiction when any portion
of the facility or any portion of an exterior wall of the first story of the
building is located more than 150' from fire apparatus access as
measured by an approved route around the exterior of the building or
facility. Any building not meeting this criteria shall be fire
sprinkled. Any fire lanes shall be visible by painting and signage, and
maintained unobstructed. A fire lane plan shall be submitted for
approval prior to installation.
NOTE: All "private drives" are required as fire lanes or units
shall be fire sprinklered.
b. WATER SUPPLY: Fire hydrants are required, with a maximum
spacing of 600', along an approved roadway. Each hydrant must be
capable of delivering 1,000 gallons of water per minute at a residual
pressure of 20 pounds. Hydrants shall be of an approved type as
defined by the water department and the fire department. No
commercial building can be greater than 300' from a fire hydrant as
measured from the building to the hydrant along the approved
roadway.
C. HAZARDOUS MATERIALS: Corrosives, flammable liquids,
reactive, or toxic materials if used, stored, or handled on -site must
have a Hazardous Materials Impact Analysis completed and supplied
to the Planning Department and Poudre Fire Authority. This is for the
proposed swimming pool.
d. ADDRESS NUMERALS: Address numerals shall be visible from the
street fronting the property and posted with a minimum of 6"
numerals on a contrasting background (example: bronze numerals on a
brown brick is not acceptable).

4. Monica Moore of the Light & Power Department stated that the Developer
has already contacted Light & Power. They will need to continue to work
closely with Light & Power due to tight site conditions.
5. A copy of the comments received from Roger Buffington of the
Water/Wastewater Department is attached to this letter. Additional
comments can be found on red -lined plans that are being forwarded to the
applicant.
6. A copy of the comments received from Sheri Wamhoff of the Engineering
Department is attached to this letter. Additional comments can be found on
red -lined plans that are being forwarded to the applicant.
7. A copy of the comments received from Kathleen Reavis of the
Transportation Planning Department is attached to this letter.
8. Robert Lopez of TCI of Fort Collins stated that TCI would like to be
included in easement routes where they are now not included (easements `A'
through `E'). This will allow better access for the TV cable tie in points and
feeds to the units themselves. U.S. West and TCI want to have open joint
trench options. TCI would want to have this request put onto the subdivision
plat maps. In the past they have gone joint trench with light and power
without any problems and wish to go joint with this project also. With the
easements being limited, TCI has a problem in their design due to the utility
location at the buildings. They are too long and inconvenient for their design.
9. Kenneth Jackson and Ken Kirchhoff of Police Dispatch stated that Alder
Creek Drive needs to be renamed. Neither "Alder" nor "Alden" can be used.
10. A copy of the comments received from Basil Hamdan of the Stormwater
Utility is attached to this letter. Additional comments can be found on red -
lined plans and reports that are being forwarded to the applicant.
The following comments and concerns were expressed at the weekly Staff Review
meeting on October 14, 1998:
Engineering
11. The subdivision plat is identifying every utility easement for specific users.
The easements should be general in nature (i.e.: utility, access, and drainage
or utility and access or utility and drainage, etc), especially along the streets.
12. The City will not take responsibility for maintenance of storm sewers,
detention pond facilities, or sanitary sewer and water facilities in this
development. The statements in NOTES 4 & 5 on Sheet 1 of 2 on the
subdivision plat ... The City of Fort Collins shall have the right and
responsibility of maintenance of said facilities... must be removed from these
notes on the plat.
13. The existing curb cut in the Stetson Creek Drive right-of-way, adjacent to
Lots 79 - 81, cannot be vacated by the subdivision plat. This must be
submitted to the Engineering Department as a separate right-of-way
vacation that has to go to City Council for approval.
14. There appear to be inconsistencies between plans (utility, drainage, Site,
Landscape, etc.). This must be corrected so that all the plans, when recorded
and filed in the City, will be consistent with each other.
15. The proposed drainage trickle pans conflict with the proposed sidewalk
system on -site. The trickle pans must be shown on the Site Plan.
Planning
16. Design the internal sidewalk spines between buildings as focal points, not to
be compromised with the proposed trickle pans. There does appear to be a
definite conflict between the sidewalks and trickle pans.
17. One tree each should be added on the north side of Lot 17 (Sheet 4 of the
Landscape Plan) and on the north side of Lot 27 (Sheets 5 & 6 of the
Landscape Plan) where 2-story building ends face and overlook adjacent back
yards in Timber Creek.
18. The section of Madison Creek Drive that fronts the southeasterly portion of
this development must be constructed at this time, with a temporary
turnaround at the northerly end, possibly off -site on the Stetson Creek,
Fourth Filing property.
19. Please see red -lined Site Plan, Landscape Plan, and Building Elevations Plan
that are being forwarded to the applicant.
20. A copy of the Revisions Routing Sheet is attached to this letter. Please
resubmit the total number of revisions as indicated on this sheet.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The time spent on revisions is up to the applicant.
Upon receipt, the revisions will be routed to the appropriate City departments and
outside reviewing agencies, with their comments due no later than the third weekly
staff review meeting (Wednesday mornings) following receipt of the revisions. At
this staff review meeting it will be determined if the project is ready to go to the
Administrative Hearing Officer for a decision and, if so, will be scheduled for the
nearest open date.
The number of copies of each revised document to be submitted is defined on the
attached Revisions Routing Sheet. Please return all drawings red -lined by City staff
with submission of your revisions. You may contact me at 221-6750 if you have
