Dear Eldon,
Stan has reviewed your documents for the Stetson Creek PUD, Third & Fourth Filings -
Preliminary and the Stetson Creek PUD, Third Filing - Final that were submitted to the City
on January 22, 1996, and would like to offer the following comments:
Stetson Creek PUD, 'Third & Fourth Filings - Preliminary:
Columbine CableVision would like to have the Tracts marked as recreational open space
and utility, drainage, and pedestrian access easements. Also, could the rear lot easements

e marked on the map as such, not just referred to in the Notes on the subdivision plat.
2. Public Service Company has offered the following comments:
a. Planting of trees must be coordinated/controlled by the developer so that no trees
are planted within 4' of any gas lines.
b. The installation/paving of the temporary turnaround at the east end of Rock Creek
Drive may have to be delayed until after installation of natural gas mains. The
developer needs to coordinate this item closely with PSC.
C. There may need to be a 13' front lot utility easement through Lot 39.
d. At culvert structures 228 & 706, the developer will have to provide sleeves
underneath these structures for natural gas lines, per PSC specifications. The
developer needs to coordinate this item closely with PSC.

4. Police Services has stated that Woody Creek Court needs to be renamed - this street
already exists (with this latest filing, there are a total of 36 streets that start or end with
"Creek". For future filings, other "Creek" named streets should be seriously reconsidered).
5. A copy of the comments received from the Zoning Department is enclosed with this
letter.
6. The Mapping/Surveying Department has stated that Woody Creek Court is a duplicate
street name and must be changed.
7. The Light & Power Department has stated that the following note should be added to
the Site & Landscape Plan:
The street trees on Stetson Creek Drive need to conform to the City's street
tree/streetlight standards.
8. The Stormwater Utility has stated that the preliminary submittal for the Stetson Creek
PUD, Third & fourth filings meets the Stormwater Utility's requirements for a preliminary
drainage report and utility plans. A re -submittal of the preliminary utility plans is not
needed for the Stormwater Utility. Please refer to the final submittal for Stetson Creek
PUD, Third Filing for detailed comments.
9. A copy of the comments received from the Engineering Department is enclosed with
this letter.
10. The Parks & ;Recreation Department has asked that the Harmony Park be shown on the
plans. Also, show the connection to the park. What is the status of the connection and is it
through a drainage area? A red -lined Site & Landscape Plan is enclosed with the letter to
Cityscape.
11. The utility plans for the Stetson Creek PUD, Second Filing are not yet approved.
12. The sidewalk along Rock Creek Drive must be detached.
13. The temporary turnaround at the east end of Rock Creek Drive must be shown on the Site
& Landscape Plan.
14. A variance request is necessary, and must be approved, to decrease the radius on Stetson
Creek Drive from 400' to 300'.
15. The flows in the McClelland Drainage Channel are still being discussed. This may affect
the layout of Lots 1 through 7.
16. Comments on the General Notes on the Site & Landscape Plan:
a. Notes 2 & 4 go without saying. Who are they intended to notify?
b. Note 3 should add ... (other than the City of Fort Collins)... at the end of the note.
C. Note 9 would infer that the street trees in the parkway along Stetson Creek Drive
would be installed by the homeowner. The developer should be responsible for
these trees and the Site & Landscape Plan should reflect this.
d. Note 11 does not apply to preliminary PUD's and should be removed from plan.
e. Note 14 is unnecessary and inappropriate and should be removed from the plan.
Stetson Creek PLID, Third Filing - Final:
A copy of the comments received from U.S. West is enclosed with this letter.

Columbine CableVision has stated that they need to have the recreational open space
marked as a utility easement or have rear lot utility easements shown on the subdivision
plat. Also, the open space between Lots 31 & 32 and Lots 50 & 51 should be shown as a
utility easement. Tracts G, K L J, K, L, and M need to be marked as utility easements.
The rear lot easements shown for Lots 1 to 6, 23 to 31, 33 to 39, 44 to 49, and 52 to 59
need to be marked as utility easements, along with their sizes, widths.
4. Ron Mills, the City's Right -Of -Way Agent, has stated that since the McClelland Drainage
channel cuts across the recreational open space on the southeast comer of the subdivision
plat, the recreation area should also be designated for storm drainage.
5. Police Services has stated that Woody Creek Court needs to be renamed - this street

"Creek". For future filings, other "Creek" named streets should be seriously reconsidered).
6. Including "garages" under the minimum parking provided may restrict the conversion of
these spaces to other rooms or living spaces, etc, in the future.
7. Show all lot dimensions on the final subdivision plat.
The Mapping/Surveying Department has offered the following comments concerning
the subdivision plat:
a. The outside boundary does not close.
b. Control corners are not described. Cuter boundary monuments?
C. The "legal description" does not match the map.
d. Label the Point of Beginning.
e. Street right-of-way widths are not shown.
f. Not all the street centerline data is shown.
g. Most of the lots with a curve portion of their boundary are not labeled. Some of
the tangents are not labeled. Some street centerline data is missing.
h. What is the tract of land east of Lot 40?
Easements along back lot lines are missing.
The recreational open space needs a Tract designation.
A copy of a red -lined subdivision plat is enclosed with the letter to Landstar Surveying.
9. The Light & Power Department has stated that the following note should be added to
the Site & Landscape Plan:

10. The comments received from the water/Wastewater Department have been included on
a red -lined set of utility plans that have been sent to Northern Engineering and on a red -
lined set of Site & Landscape Plans that are enclosed with this letter to Cityscape.

11. A copy of the comments received from the Stormwater Utility is enclosed with this
letter.
12. A copy of the comments received from the Engineering Department is enclosed with
this letter.
13. The word "site" should actually be "sight", when referring to the distance, on Lots 44 &
67 and in General Note 12 on the Site & Landscape Plan.
14. Lot 67 is actually Lot 57 on the Site & Landscape Plan.
15. Comments on the General Notes on the Site & Landscape Plan:
a. Notes 2 & 4 go without saying. Who are they intended to notify?
b. Note 3 should add ...(other than the City of Fort Collins)... at the end of the note.
16. Is the short portion of sidewalk and streetscape along the Fourth Filing, on the north side
of Stetson Creek Drive, going to be constructed and installed with the Third Filing?
17. A sight distance easement may be necessary on Lot 62 which could affect the Fourth
Filing. If so, a portion of the Fourth Filing may have to be platted with the Third Filing or
the easement may have to be dedicated by separate document.
18. Rear lot line utility easements are needed unless the recreational open space is dedicated.
19. Please be careful about trunk sewer/detention/under-drain interfaces that may occur.
20. In the note under the Legend on Sheet 1 of the Site & Landscape Plan - See sheet 2 of 2
for plant lists and planting notes.
This completes the review comments at this time. Additional comments may be forthcoming as
the various departments and reviewing agencies continue to review this request. Please be aware
of the followins dates and deadlines to assure your ability to stay on schedule for the March 25,
1996 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, March 6, 1996. Please
contact me for the number of folded revisions required for each document.
PMI's (photo reduction of Site Plan, Landscape Plan, Building Elevations to 8.5" z 11"),
rendering (one each colored full-size Site or Landscape Plan and Building Elevations), and
8 folded copies of the final full-size Site Plan, Landscape Plan, and Building Elevations
revisions ( for the Planning and Zoning Board members packets) are due on March 18,
1996.
