Staff has reviewed the request for Timber Creek Final P.U.D. and
offers the following comments:
1. The final utility plans must include a hydrologic study that
addresses the high groundwater. A sub drain system must be
designed and included in the final plans.
2. The Timber Creek intersection with Timberline Road must be
designed to work with the future street to the west and
provide sufficient area for turn lanes. This intersection
will be eligible for a traffic signal at some point in the
future.
3. A striping plan will be needed as part of the final utility
plans.
4. The sidewalk on Timber Creek Drive should be detached for snow
removal purposes.
5. Other comments are redlined on the Utility Plans and forwarded
to the consulting engineer.
6. The following comments apply to the plat:
A. The control corner (northwest corner of Section 5,
Township 6, Range 68) is not as described on the plat.
B. Please describe the purpose of Tract B.
C. How was the east line of the west half of Section 5 (east
line of the subdivision) determined?
D. The existing 20 foot wide easement near the southeast
corner of the plat has no dimensions. Please provide.
E. The legal narrative refers to Stetson Creek, please
correct.

F. The solar information should include the number and
percentage of lots that comply with the solar orientation
ordinance.
7. Light and Power has a concern that if water services are
paired along the side lot lines, then there will need to be
close coordination in locating the underground vault and
streetlights before water facilities are installed.
S. At present, Light and Power has only a single-phase overhead
line down Timberline for about one-half to three -fourths of a
mile south of Harmony Road. It will be important to
coordinate Timberline Road improvements and the installation
of underground electric facilities.
9. Public Service Company cautions that, as with Stetson Creek,
utility easements need to extend across Tracts F, C, H, J, M,
and at intersections so that gas line crossings of Timber
Creek Drive can be made in easements.
10. Public Service is concerned that there be no fencing that
would block a gas line access from the public streets.
11. Tracts J and M need to be an access easement to allow Public
Service to cross to get to the utility easements.
12. U.S. West will require a 15' x 30' easement for three large
telephone equipment cabinets in the general vicinity of the
intersection of Timberline Road and Timber Creek Drive.
13. Please be aware that the City's Stormwater Utility will be
forwarding comments directly to the consulting engineer.
14. Staff is concerned that the street layout and cul-de-sacs do
not offer opportunities for pedestrian connections both within
the project and to the future elementary school and
neighborhood park. This project would benefit from adding
pedestrian paths which would promote land use policies of
providing alternative modes of transportation. In particular,
Staff recommends the following paths be added to the
transportation network:
A. At the terminus of Spruce Ridge Court, a concrete path
should connect the cul-de-sac with Tract B.
B. At the terminus of Timber Trail Court, a concrete path
should be constructed between Lots 41 and 42 on the east
and between Lots 23 and 24 on the west to connect with
Lodgepole Court.
C. Near the terminus of Aspen Ridge Drive, an eight foot
wide concrete bike path should be constructed between
Lots 57 and 58 to the eastern property line of the
subdivision.
D. At the terminus of White Pine Court, a path should be
constructed between Lots 64 and 65 to connect with the
path that is shown to the future park.
15. As with Stetson Creek, street trees should be added within
between sidewalk and curb along Timberline Road, with proper
separation from streetlights.
16. The density calculation should be 3.14 dwelling units per
gross acre.
17. The following street names must be changed due to duplication
or conflict with other existing streets within the Poudre Fire
District: White Pine Court, Aspen Ridge Drive, Timber Trail
Road and Court, Spruce Ridge Court, Lodgepole Drive and Court.
18. A subdivision identification sign is allowed on only one side
of the Timberline entrance.
This concludes Staff comments at this time. Please note the
following deadlines for the February 28, 1994 Planning and Zoning
Board meeting:
Plan revisions are due February 10, 1994.
P.M.T.'s, 10 prints, renderings are due Feb. 22, 1994.
