Temporary Service Changes - City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the quality and timeliness of our reviews. We recognize that
development and construction play a critical role in our community’s vibrancy
and economic recovery, and we have been exploring options for mitigating
impacts to our customers. As a result, we will be making some temporary
service changes.
Beginning Monday April 12 May 10th one additional week of review time will be
added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

The decision maker for your project will be an Administrative Hearing Officer at
a public hearing. For the hearing, we will formally notify surrounding property

Review Coordinator, I will assist with preparing the mailing and coordinating the
hearing date with your team.

intention to conduct a Quasi Judicial Hearing using Remote Technology. Such

05/25/2021: FOR HEARING: Thank you for the explanation of the mixed use building. Staff
confirms that this is not a mixed-use building, but rather is a residence with
space for a home occupation. There should not be a door into the dwelling unit
and it should have separate utilities. This space should operate independent
and be its own separate unit, with its own occupancy and Certificate of
Occupancy. The site plan should be updated to include a sidewalk connection.
There are probably some building code upgrades to separating the spaces as
well, such as fire sprinkler system and fire rating between the spaces. I will
share this comment with the building plan reviewer to help you get the
complete/accurate answer in that regard.

This was a very early, specific direction in the initial staff findings that enabled a
townhome development to be considered in this Kechter Farm Neighborhood
Center location.

05/28/2021: FOR HEARING: Thank you for the modification request for the placement of the
southern units along a walkway that crosses the driveway. A staff report will
clarify that the modification semantics actually are that the units are not located
along a 'major walkway spine' as defined. Very minor semantic point and you
don't need to revise the request unless you would like to get the semantics
correct.
I will follow up and ask whether the walkway material can cross the driveway
material, and whether the walkway can be at continuous grade across the drive,
maybe with chases at the gutters.

Streetlights will need to be installed along Ziegler Road. A 40 feet separation
on both sides of the light is required between canopy trees and streetlights. A
15 feet separation on both sides of the light is required between ornamental
trees and streetlights. Please coordinate the light placement with Light &

Some of the transformers shown on the plans are located within landscape
areas that is not accessible by our service vehicles. Transformers must b e
placed within 10 ft of a drivable surface for installation and maintenance
purposes. The transformer must also have a front clearance of 10 ft and
side/rear clearance of 3 ft minimum. When located close to a building, please
provide required separation from building openings as defined in Figures
ESS4 - ESS7 within the Electric Service Standards. Please show all proposed
transformer locations on the Utility Plans.

1. Tree #39 is shown as to be transplanted in the tree mitigation table. The
symbol on page #9 shows it to be a removal. Please update.
2. Tree #13: It does not appear there are any utility conflicts, and the tree can
be protected in place. Please indicate as such in the inventory table.
Ripley Design: The tree mitigation sheet has been updated and the “tree to be removed” symbol has been removed from tree #39
and a note has been added to the sheet and table indicating tree #13 is to be protected in place.

Thanks for completing the tree inventory. Pertaining to the tree mitigation plan,
please address the following:
1. Please clearly label the trees that are being protected as “to be protected.”

Currently, the trees are being protected and transplanted are grouped together.
Ripley Design: We’ve added a “tree to be protected” label to the legend and corresponding trees to be protected in place on the
plan.
2. For the trees that are under various contingency plans (i.e. potential utility
conflict, monitoring condition etc.), we would prefer making a determination
prior to hearing whether these should be protected in place, transplanted etc.
Depending on the timeline of review and project start date, we recommend
having all the trees that are to be transplanted reviewed by Forestry prior to
transplanting.
Ripley Design: We will coordinate a time with Nils about when we can inspect the trees again before the hearing date.

INFORMATIONAL ITEMS:
· 3ft setback required from property line or provide fire rated walls & openings
per chap 3 of the IRC.
· Bedroom egress windows (emergency escape openings) required in all
bedrooms.
· Prescriptive energy compliance with increased insulation values is required for
buildings using electric heat.
· Attached single-family townhomes are required to be fire sprinkled per local
amendment and must provide a P2904 system min and provide fire rated wall
per R302. This fire sprinkler system usually requires a ¾” or 1” water line and
meter to meet all P2904 requirements.
· New homes must provide EV/PV ready conduit, see local amendment if
garages are attached.
· Provide site-wide accessibility plan in accordance with CRS 9-5. This requires
accessible units per that state standard.
Stock Plans:
When residential buildings will be built at least three times with limited
variations, a stock plan design or master plan can be submitted for a single
review and then built multiple times with site specific permits. More information
