COMMENTS
1. Background:
The surrounding zoning and land uses are as follows:
N: r-1-p, M-M; existing mobile home park
S: T; vacant
E: i-p; Charter Hospital (Wildwood Farm Master Plan)
W: T (pending), I-L (pending); vacant (proposed Harmony Number Six
Annexation and Zoning)
This site was annexed into the City in 1986 as the South Harmony Annexation
and was zoned T-Transition. The T-Transition Zoning District was developed
to allow for properties to be annexed into the City and meet state statutes to
be zoned within 90 days of annexation, without the property owner making a
commitment for ultimate development. The only uses allowed on property
zoned T-Transition are those uses which existed on the property at the time
the zone was placed on the property. In order for properties in the Transition
Zone to develop, they must be zoned into one or more of the City's other
zoning districts within 60 days of the request being heard by the Planning and
Zoning Board. The property is presently in agricultural use and contains an
existing residence.
The applicant has requested I-P, Industrial Park Zoning for this site, with a
PUD condition. The Industrial Park designation is for light industrial park
areas containing controlled industrial uses in proximity to areas zoned for
residential use and along arterial streets. Given the property's location
adjacent to Harmony Road, the eventual development of industrial land uses is
probable. The PUD condition would require development projects to be
reviewed under the criteria contained in the Land Development Guidance
System. According to the City's Land Use Policies Plan, industrial uses should
locate near transportation facilities that offer adequate access without creating
demands which exceed the capacity of the existing transportation network and
in areas where adequate utilities can be provided. This site addresses these
locational policies and the proposed zoning is consistent with the existing
zoning in the area.
RECOMMENDATION
The proposed zoning request is in conformance with the Land Use Policies
Plan and consistent with existing zoning in the area. Therefore, staff
recommends approval of the requested I-P, Industrial Park Zoning District, with
a PUD condition.

DESCRIPTION OF STROMBERGER PROPERTY
A tract of land located in the Northwest Quarter of Section 5,
Township 6 North, Range 68 West of the 6th Principal Meridian,
City of Fort Collins, Larimer County, Colorado, and being more
particularly described as follows:
Considering the North line of the Northwest Quarter of said Sec-
tion 5 as bearing, South 89°22'37" East from a Number 4 rebar at
the Northwest Corner of said Section 5 to a 3/4" iron pipe at the
North Quarter Corner of said Section 5 and with all bearings con-
tained herein relative thereto:
Commencing at the Northwest Corner of said Section 5; thence
along the west line of said Northwest Quarter, South 0° 09'20"
East, 170.00 feet to the southerly right-of-way of Colorado State
Highway No. 68 (Harmony Road), said point being the POINT OF
BEGINNING; thence along said southerly right-of-way the following
3 courses and distances; South 89° 22'37" East, 30.00 feet;
thence, North 45°14'38" East, 70.20 feet; thence, South 89°22'37"
East, 2570.48 feet to a point on the East line of said Northwest
