Dear Eldon:
Staff has reviewed the zoning and master plan request for the Stromberger
Property and has the following comments:
There is an existing 16" water main on the north side of Harmony Road.
The developer must construct a new 16" main in Timberline Road and a
12" main along the south property line.
2. A sanitary sewer main is existing along the south property line and another
main is stubbed to the east property line from the psychiatric hospital east
of this site.
3. Plats will need to dedicate 15' minimum width utility easements adjoining
the south R-O-W line of Harmony Road and the east R-O-W line of Tim-
berline Road. Eight foot minimum utility easements will be required
adjoining street R-O-W lines on both sides of all internal streets.
4. Since parcel C shows as potential residential uses, the Parks and Recreation
Department may want to discuss a potential park site when parcel C
becomes better defined.
5. The access point on Harmony, between Timberline and the mobile home
park will be a right-in/out only. An access permit will be required for
this access point.
6. The site is located in the McClelland Basin. All development is subject to
on -site detention, with a staged release rate of 0.2 cfs/acre for the 10-year
storm and 0.5 cfs/acre for the 100-year storm. As development proceeds,
off -site regional drainage facilities may be required.
7. It is the developer's responsibility to get developed flows to the main
drainage channel to the south of this site.
8. A master drainage plan needs to be submitted as part of the master plan
application. The Storm Water Utility staff recommends one main detention
area. This may assist in enhancing water quality. The potential time
frame for development of this site will coincide with new Federal Water
Quality regulations for stormwater runoff.

9. The 80' landscape buffer noted on the master plan should be noted as
being measured from R-O-W, rather than edge of pavement.
10. Master Plan submittal requirements also include a master utility plan and a
traffic impact analysis for the entire site. These items should be sub-
mitted as part of the master plan application, rather than at a later review
stage.
11. The I-P Zone would require only a 50' landscaped buffer along the Har-
mony Road frontage, since the residential zone to the north is separated
from this site by a street R-O-W. As noted in other similar zoning
requests, staff is concerned about the ability to require more restrictive
provisions on the master plan than what the I-P Zone would require with
uses -by -right. A better idea of the Planning and Zoning Board's position
on the master plan condition approach may be provided at the March 23
work session to discuss this.
12. A number of the uses proposed on the master plan are not implied on the
master plan (i.e., industrial/business park does not imply a shopping center).
Clarification is needed on this plan regarding the development intent of
the site.
13. Staff is assuming that the site design guidelines referred to on the master
plan will be submitted for review with the master plan. Clarification of
this item is needed.
14. Consideration should be given to a pedestrian trail through the master plan.
By noon on Wednesday. April 5. 1989, three copies of the revised site plan
addressing these comments must be submitted to this office. Items that cannot
be provided graphically should be addressed in written form. By Monday. April
17 1989, ten (10) folded sets of all plans, a colored rendering (unfolded) and
an 8-1 /2"x 11" PMT reduction must be submitted.
