I (%%'e), the undersigned, do hereby respectfully petition and request that the
City Council amend the zoning ordinance of the City of Fort Collins by
changing the zoning of the hereinafter described parcel, containing 151.1 acres,
more or 1^_ss, from T zoning district to ip— zoning di:tr ict; with t h e condition
that a unified Master Plan be submitted and approved prior
to any development of the site.

—A part of the Northwest 1/4 of Section 5, Township 6 North,
Range 68 West, of the Sixth P.M., which begins at a point on
the west line of said Northwest 1/4 which bears S 0002310711E
170.00 feet from the Northwest corner of said Section 5, and
runs thence along the southerly right-of-way line of
Colorado State Highway No. 68, S 8903710611E 30.00 feet, and
again N 4500010911E 70.20 feet, and again S 8903710611E
2570.00 feet; thence S 0100112011E 2464.44 feet; thence N
8905814411W 2677.51 feet to the West 1/4 corner of said
Section 5; thence N 0002310711W 2430.79 feet to the point of
beginning, containing 151.1171 acres, more or less.

REASON FOR REZONING REQUEST
The Stromberger Property is currently zoned T - Transitional.
The applicant is requesting that the property be rezoned ip -
Industrial Park, with the condition that the site be developed in
accordance with a unified Master Plan to be submitted and
approved by the Planning and Zoning Board. The request is being
made in order to allow a mixed use development comprising
industrial, business, service, and residential areas.
The subject property represents an opportunity to fulfill a
number of adopted Land Use Policies; and the proposed Industrial
Park zone with a required Master Plan is seen as the best method
of implementing the following goals:
- Determine an overall approach to access, circulation,
utilities, drainage, and landscape buffers along major
streets and at the perimeter of the property.
- Define in advance, uses to be allowed on the subject
property, if designed to meet City Standards.
- Provide the ability to respond quickly to the needs of major
employers - or other users key to economic development in
Fort Collins - that may desire to locate on the subject
property.
* Because of the varying site area and design needs of
the types of companies that locate in
Industrial/Business Parks, it is not possible to
pre -plan individual building sites in great detail.
Therefore the PUD process - if applicable - cannot
begin until a user has decided on a location. The
proposed zoning approach will allow major public
decisions regarding street patterns, utilities, general
site design standards, and the like to be determined at
the Master Plan phase, and allow the user, developer,
and City the option of proceeding with confidence
through a through staff review without facing the
delays and uncertainty of the entire PUD process.
As with all significant development projects, there are
technical considerations and general public concerns related to
the development of the Stromberger Property. We are confident
that the public concerns can be addressed through the Planning
and Zoning Board approval of a unified Master Plan (and
development phases that are proposed as PUD's); and that the

technical concerns affecting uses by right can be addressed by
the City Staff through the subdivision and IP site plan review
processes; given the rigorous performance standards, landscape
and setback requirements, and land use restrictions of the IP
District.
In summary, the proposed rezoning of this property gives the
public the same "quality control" assurances as under the Land
Development Guidance System; gives the applicant a higher degree
of certainty regarding allowed uses; allows the option at any
time of proposing development of individual building sites either
as a PUD through the Land Development Guidance System, or - if
applicable - as a use by right; and allows both the private and
public sectors to become more responsive to economic development
opportunities. We therefore respectfully request approval of the
zoning as requested.
