The site is Lot 3 of the Market Place P.U.D. and totals .80 acre. The project is located on the east side of College Avenue approximately 400 feet north of Troutman Parkway. The property is zoned H-B, Highway Business. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The Checker Auto at the Market Place P.U.D. is in substantial conformance with the approved Preliminary plan for the overall community/regional shopping center. The building will feature identical exterior materials as approved for the center, including similar canopy feature and blue accent banding. The landscaping conforms to the Preliminary and includes street trees and berming along College Avenue. The land use is considered compatible with the surrounding area. The traffic impact analysis has been factored into the Site Access Study for the Market Place P.U.D. that was approved in June of 1989. The Site Access Plan is in accordance with the South College Avenue Access Control Plan. DEVELOPMENT SERVICES 300 LaPorte Ave. P.O. BackQround: The surrounding zoning and land uses are as follows: N: h-b; Existing retail shops (Fountainhead P.U.D.) S: h-b; Burger King at the Market Place P.U.D. E: h-b; Market Place P.U.D. (Phar-Mor Drug) W: h-b; Best, Pic'n Save, Sea Galley The property is zoned Highway Business with a P.U.D. condition. The site is Lot 3 of the Market Place P.U.D. and was approved as a Preliminary in June of 1989. The site is also part of the South College Properties Superblock #3 Master Plan approved in 1982 and amended in June of 1989. 2. Land Use: As part of the Market Place P.U.D., the proposed Checker Auto Parts was evaluated as an inclusion into a community/regional shopping center. The Market Place P.U.D. scored 57% on the community/regional shopping center point chart of the Land Development Guidance System. This score exceeds the minimum score of 50%. The placement of individual retail shops within planned shopping centers meets the policies of the Land Use Policies Plan. 3. Design: The proposed facility is a retail shop specializing in discount auto parts. The building totals 6,006 square feet and achieves a height of 20 feet to the top of the rooftop mechanical screen. The building is setback from College Avenue by 37 feet and from the internal, private access drive by 21.5 feet. The landscape plan conforms to the Preliminary P.U.D. There will be street trees and berms along College Avenue, landscaped parking lot islands, and plant material along the private access drive. The loading zone, service entrance and transformer are located away from the College Avenue frontage towards the north and east of the pad site. The exterior building material will be a combination of light brown ribbed block and regular block. These materials will match the balance of the center which was designed to match the existing Fountainhead P.U.D. A blue accent band will also match both the Market Place P.U.D. and Fountainhead P.U.D. The entrance will be located at the southwest corner of the store. This entrance will feature glass exposure, a curved metal canopy, and fascia sign band. The canopy will match the center and will not be illuminated. The curved metal canopy fascia will feature signage on the south and west elevations. The north elevation will feature individual letters on the building wall. 4. Neighborhood Compatibility No neighborhood meeting was held as the Market Place P.U.D. is considered compatible with the surrounding South College Avenue Corridor. 5. Transportation: The proposed Checker Auto Parts store was factored into the Market Place Site Access Study (Delich, 1989) as a retail pad during the Preliminary approval in June of 1989. This analysis demonstrated that the entire shopping center is feasible from a traffic engineering standpoint in both the short and long term. The traffic impact analysis and site access plan are in accordance with the South College Avenue Access Control Plan. RECOMMENDATION: Staff finds that the request for a Final P.U.D. for Checker Auto at the Market Place P.U.D. is in substantial conformance with the Preliminary P.U.D.
