Department: Parks Contact: Aaron Wagner, , aawagner@fcgov.com Topic: General Comment Number: 1 Comment Originated: 04/26/2021 04/26/2021: FOR FINAL The Parks Dept. has concerns regarding the streetscaping along Prospect Rd. We understand that Alpine Bank has stated that they will be handling all landscaping and ongoing maintenance for the ROW as part of their property upkeep. Thank you for providing that clarification and including the note on sheet C0.1 -- note 12. This location is unique for the Parks Dept. and we would like to see some uniformity in the flower design to match the rest of the intersection’s annual flowerpots that Parks designs and maintains. To ensure that the ROW landscaping is addressed for potential future owners and is somewhat uniform in design and upkeep; please update the note and include it on the Site and Landscape Plans stating: "The design and installation of all Parkway/tree lawn and median areas in the Right-of-way shall be in accordance with the City Standards. Unless otherwise agreed to by the city with the Final Plans, all ongoing maintenance of such areas is the responsibility of the owner/developer. Annual/perennial plantings in the planter pots along Prospect Rd. shall be kept well maintained and thriving in a manner that is consistent with the city owned and maintained plantings of the intersection. The owner/developer shall maintain these landscape features in perpetuity in order to keep the intersection features presentable." Moving forward, the Parks Dept. will more than likely approach the owner/developer of the site and present a flower design in late Fall of each year for Alpine Bank to consider matching in the following summer. We look forward to working with Alpine Bank on these features and appreciate your partnership. Response: The ROW landscaping note has been added to the plans as directed. Thank you. I will be working with City staff to get a draft DA prepared after our review of your 2nd FDP submittal. That draft will go to our City Attorney for review and a revised (if necessary) draft will be provided to your team at that time to review. Response: Noted. Comment Number: 2 Comment Originated: 04/27/2021 06/15/2021: DEVELOPMENT CONSTRUCTION PERMIT (DCP) Thank you for submitting the cost estimate. If there are no City comments that will impact site design/layout after this second submittal review, I will forward the plans and cost estimate to our Chief Engineering Inspector for review. 04/27/2021: DEVELOPMENT CONSTRUCTION PERMIT (DCP) A DCP will be required for this project. Please refer to the City Engineering Development Review website for more information: https://www.fcgov.com/engineering/devrev.php. The City will need a DCP application and fee to be submitted prior to scheduling your DCP meeting. We will also need an engineer's opinion of cost to be submitted for review by our Engineering Inspections staff. This cost estimate will provide the basis for the inspection fees and Engineering public infrastructure surety that will need to be provided prior to issuance of the DCP. Please use the cost estimate template (recently updated) available on the Engineering Development Review website listed above. Response: Please provide comments on the cost estimate at your earliest convenience. Response: Thank you for sending these. Redline responses have been created and sent to Spencer Smith on June 23rd for an expedited review. We received a few additional comments via email on June 30th and send back redlines responses and revised drawings on July 1st. Should there be any remaining discrepancy, please reach out to us privately to coordinate on last minute comments. It looks loke 10 is the total space provided and placing the service at 5 feet separation should work. Response: The sanitary sewer line connecting to the relocated historic building has been shifted to avoid conflict with the new StormTech system. This meter pit needs to be relocated to the south so the service after the meter has the proper 6 feet spacing.
