Temporary Service Changes ‑ City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the timeliness of our reviews. We recognize that development
and construction play a critical role in our community’s vibrancy and economic
recovery, and we have been exploring options for mitigating impacts to our
customers. As a result, we will be making some temporary service changes.
Beginning Monday April 12 one additional week of review time will be added to
all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

LUC 2.211 Lapse, Rounds of Review: Applicants, within one hundred eighty
(180) days of receipt of written comments and notice to respond from the City
on any submittal (or subsequent revision to a submittal) of an application for
approval of a development plan, shall file such additional or revised submittal
documents as are necessary to address such comments from the City. If the
additional submittal information or revised submittal is not filed within said
period of time, the development application shall automatically lapse and become null and void.

All "For Final Approval / For Approval" comments need to be addressed and
resolved prior to moving forward with the final documents and recording of this
project. I will provide a recording checklist and process information when we are closer to this step.

or deny the development application based on compliance with the standards
referenced in Step 8 of the Common Development Review Procedures (Section 2.2.8).

owners, and shall also be posted on the City's website at www.fcgov.com.

Specifically needing addressed:
The lienholder was removed from the Plat.
Does this connote that there is no longer a lienholder on the property?
Both properties were purchased with cash. There is no lienholder on either property. In my discussion
with John Von Nieda he said to delete the lienholder section if there is no lienholder. Reference
his email dated 5/28/21, Brandy Bethurem Harras and others were copied. This was discussed with Chris
DePaulis at King Surveyors in conjunction with the updated title work and the lienholder section was
removed.
Please provide the effective date of the title work.
The effective date of the title work was updated on the plat that is attached.

two separate lots, the subtitle does not need to include, "A Lot Merger" of...
The subtitle is correct, the outline of the two lots being merged into one was included on the plat in error.
The attached revised plat shows one lot which is being merged from two.

Your project narrative indicates the replat is proposed in order to build an
addition on 831 W Olive and demolition of the residence at 308 S Washington.
The City has a required demolition noticing process that applies to all proposed
single‑family residence demolitions for buildings more than 50 years old. That
process is outlined at
https://www.fcgov.com/historicpreservation/demolition‑review and begins upon
submittal of preliminary plans for the addition. Demolition notification provides
an opportunity to ensure important historic, architectural, and cultural resources
are not lost without consideration, pursuant to Section 14‑6 of the Municipal
Code. This process provides for consideration of a property over fifty years of
age proposed for demolition, and an opportunity for community members to
receive notice about that demolition and take action to protect the property
through designation, as provided by City Code.

07/06/2021: UPDATED - FOR BUILDING PERMIT:
If the only public improvement will be the removal of the access to Washington
Ave., we will not need to review utility plans. The work will require a permit from
the Engineering Inspections department, however. Please work with them to
obtain the necessary permitting prior to commencing this work.
05/17/2021: FOR APPROVAL:
The City will require that one of the existing drive access points will need to be
removed. The City would prefer that the S. Washington St. access be removed.
The existing access point that remains will need to be reconstructed to meet
LCUASS if it does not already. Same for any existing sidewalk that does not
meet current LCUASS or ADA standards.

codes as amended. Current adopted codes are:
2018 International Residential Code (IRC) with local amendments
2018 International Plumbing Code (IPC) as amended by the State of Colorado
2020 National Electrical Code (NEC) as amended by the State of Colorado

Please read the residential permit application submittal checklist for complete requirements.
Snow Load Live Load: 30 PSF / Ground Snow Load 30 PSF.
Frost Depth: 30 inches.
Wind Loads: Risk Category II (most structures):
· 140mph (Ultimate) exposure B or
· Front Range Gust Map published by The Structural Engineer's Association of
Seismic Design: Category B.

Energy Code: 2018 IRC chapter 11.
INFORMATIONAL ITEMS:
· 5ft setback required from property line or provide fire rated walls & openings
for non‑fire sprinkled houses per chap 3 of the IRC. 3ft setback is required for fire sprinkled houses.
· Bedroom egress windows (emergency escape openings) required in all bedrooms.
· Prescriptive energy compliance with increased insulation values is required for
buildings using electric heat.
· A passing building air tightness (blower door) test is required for certificate of occupancy.
