I. INTRODUCTION
This transportation impact study (TIS) addresses the capacity, geometric, and
control requirements for the proposed The Quarry by Watermark development. The
proposed The Quarry by Watermark development is located in the northeast quadrant of
the Shields/Stuart intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the
owner/developer (Watermark Residential), the project engineering consultant (Northern
Engineering), the project planning consultant (Ripley Design), and Fort Collins Traffic
Engineering. This study generally conforms to the format set forth in the Fort Collins TIS
Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping
discussion was held with the Fort Collins Traffic Engineering staff. The Transportation
Impact Study Base Assumptions form and related documents are provided in Appendix A.
The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation

II. EXISTING CONDITIONS
The location of The Quarry by Watermark is shown in Figure 1. It is important
that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily commercial or residential. There are
residential uses surrounding the site. There are commercial uses to the west and
northwest of the site. Colorado State University is north of the site. The center of Fort
Collins lies to the east of the proposed The Quarry by Watermark site.
Streets
The primary streets near The Quarry by Watermark site are Shields Street,
Prospect Road, Hobbit Street, and Stuart Street. Figure 2 shows a schematic of the
existing geometry at the key intersections.
Shields Street is west of (adjacent to) the proposed The Quarry by Watermark
site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master
Street Plan. Currently, Shields Street has a four-lane cross section. At the
Shields/Prospect intersection, Shields Street has northbound and southbound left-turn
lanes, two through lanes in each direction, and northbound and southbound right-turn
lanes. The Shields/Prospect intersection has signal control. At the Shields/Hobbit
intersection, Shields Street has a southbound left-turn lane, two through lanes in each
direction, and a northbound right-turn lane. The Shields/Hobbit intersection has stop
sign control on Hobbit Street. At the Shields/Stuart intersection, Shields Street has a
northbound left-turn lane, two through lanes in each direction, and a southbound right-
turn lane. The Shields/Stuart intersection has signal control. The posted speed limit on
Shields Street is 40 mph south of Prospect Road and 30 mph north of Prospect Road.
Prospect Road is north of the proposed The Quarry by Watermark site. It is an
east-west street classified as a four-lane arterial on the Fort Collins Master Street Plan.
Currently, Prospect Road has a four-lane cross section. At the Shields/Prospect
intersection, Prospect Road has dual eastbound and westbound left-turn lanes, two
through lanes in each direction, and an eastbound right-turn lane. The right-turn volume
on the westbound approach at the Shields/Prospect intersection indicates the need for a
right-turn lane. The need for this right-turn lane has been demonstrated in numerous
traffic studies for many years. Building this right-turn lane would likely require
acquisition of at least three properties along Prospect Road, east of Shields Street. The
decision to build this right-turn lane rests with the City of Fort Collins. The posted speed
limit on this segment of Prospect Road is 35 mph.

Hobbit Street is north of The Quarry by Watermark site. It is an east-west street
classified as a local street on the Fort Collins Master Street Plan. Currently, Hobbit
Street has a two-lane cross section with parking on both sides of the street. At the
Shields/Hobbit intersection, Hobbit Street has a combined westbound left-turn/right-turn
lane. However, there is enough width in Hobbit Street to allow the left-turning vehicles
and the right-turning vehicles to form separate queues. There is no posted speed limit
on this segment of Hobbit Street.
Stuart Street is west of The Quarry by Watermark site. It is an east-west street
classified as a collector street on the Fort Collins Master Street Plan. Currently, Stuart
Street has a two-lane cross section with parking on both sides of the street. At the
Shields/Stuart intersection, Stuart Street has an eastbound left-turn lane and an
eastbound right-turn lane. The posted speed limit on this segment of Stuart Street is 25
mph.
Existing Traffic
Recent peak hour traffic volumes at the Shields/Prospect, Shields/Hobbit, and
Shields/Stuart intersections are shown in Figure 3. The counts at the Shields/Prospect
and Shields/Stuart intersections were obtained in October 2018 by the City of Fort
Collins. The counts at the Shields/Hobbit intersection were obtained in October 2020.
Raw traffic count data is provided in Appendix B. Since the traffic counts were done on
different days, different years, and considering the current Covid-19 pandemic, the
intersection volumes were adjusted/balanced, with more emphasis on the 2018 counts.
Figure 4 shows the averaged/balanced recent peak hour traffic volumes.
Existing Operation
The Shields/Prospect, Shields/Hobbit, and Shields/Stuart intersections were
evaluated and the peak hour operation is displayed in Table 1. Calculation forms are
provided in Appendix C. The key intersections are currently operating acceptably with
existing control, geometry, and signal timing in the peak hours, except for the west leg
of the Shields/Prospect intersection during the afternoon peak hour. With an
adjustment in the City signal timing, acceptable operation is achieved for the
Shields/Prospect intersection. The intersections were evaluated using techniques
provided in the 2016 Highway Capacity Manual. A description of level of service for
signalized and unsignalized intersections from the 2016 Highway Capacity Manual and
a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also
provided in Appendix C. Acceptable operation at signalized intersections during the
peak hours is defined as level of service E or better for each movement, leg, and level
of service D or better overall. At unsignalized intersections, acceptable operation is
considered to be at level of service F for any approach leg for an arterial/local
intersection. In such areas, it is expected that there would be substantial delays to the
minor street movements at unsignalized intersections during the peak hours. This is
considered to be normal and acceptable in urban areas. It is important to note that the

northbound queue from the Shields/Prospect signalized intersection stacked pass the
Shields/Hobbit intersection. However, in almost every instance, the northbound
queuing traffic left a gap and did not block the vehicles on Hobbit Street. This enabled
turning vehicles from Hobbit Street to experience less delay when attempting to execute
the turns.
Pedestrian Facilities
There are sidewalks along Shields Street, Hobbit Street, Prospect Road, and
Stuart Street within the pedestrian influence area. Many of the street cross section
elements were built prior to the current standards. Therefore, some of the sidewalks
may be considered to be substandard. The Spring Creek Trail crosses Shields Street
south of Stuart Street.
Bicycle Facilities
There are bicycle lanes along Shields Street, Stuart Street, and along Prospect
Road, west of Shields Street, within the study area. Prospect Road, east of Shields
Street, is constrained, in that on-street bike lanes do not exist due to the width of
Prospect Road. The Spring Creek Trail crosses Shields Street south of Stuart Street.
Transit Facilities
Currently, this area of Fort Collins is served by Transfort Routes 19, 2, and 32.
Route 19 operates along Shields Street, Route 2 operates, westbound, along Prospect
Road, and Route 32 operates eastbound on Prospect Road, west of Shields Street, and
northbound on Shields Street, north of Prospect Road.

III. PROPOSED DEVELOPMENT
The Quarry by Watermark project is a residential apartment development with 329
dwelling units and 10,000 square feet of retail. Figure 5 shows a site plan of The
Quarry by Watermark project. The proposed Quarry by Watermark apartments are
marketed to the general public. The short range analysis (Year 2025) includes
development of The Quarry by Watermark and an appropriate increase in background
traffic due to normal growth and other potential developments in the area. The long
range future is considered to be the year 2040. The site plan shows that The Quarry by
Watermark will use existing Hobbit Street to access Shields Street and will have an
access that will line up with Stuart Street.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. A compilation of trip generation information
contain in Trip Generation, 10th Edition, ITE is used to estimate the trips that would be
generated by the proposed/expected uses at a site. Land use code 221 (Mid-rise
Multifamily Housing) and code 820 (Shopping Center) from the cited reference were used.
A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows
the expected trip generation on a daily and peak hour basis. The trip generation of The
Quarry by Watermark development resulted in 2,170 daily trip ends, 120 morning peak
hour trip ends, and 177 afternoon peak hour trip ends.

Trip Distribution
Trip distribution for The Quarry by Watermark project was based on existing/
future travel patterns, land uses in the area, consideration of trip attractions in Fort
Collins, and engineering judgment. Figure 6 shows the trip distribution for the short
range (2025) and long range (2040) analysis futures. The trip distribution was agreed to
by City of Fort Collins staff in the scoping discussions.
Background Traffic Projections
Figures 7 and 8 respectively show the short range (2025) and long range (2040)
background traffic projections. Background traffic projections for the short range (2025)
future horizon were obtained by reviewing the North Front Range Regional
Transportation Plan and various traffic studies prepared for this area of Fort Collins.
Based upon these sources, it was determined that traffic volumes on Shields Street and
Prospect Road would increase by approximately 2.0% per year in the short range
future. The background traffic growth was agreed to by City of Fort Collins staff in the
scoping discussions. In addition to this, site generated traffic from the Landmark
Apartments Expansion development was included in the short range (2025) background
traffic forecasts.
Based upon the traffic growth history over the past 10 years, it was determined
that traffic volumes on Shields Street and Prospect Road would increase by
approximately 1.0% per year in the long range (2040) future.
Trip Assignment/Total Traffic
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 9 shows the site generated peak hour traffic assignment. Figures 10 and
11 respectively show the short range (2025) and long range (2040) total (site plus
background) peak hour traffic assignment.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. The Shields/
Prospect and Shields/Stuart intersections are currently signalized. The Shields/Hobbit
stop sign controlled intersection will not meet signal warrants in the future.

Operation Analysis
Operation analyses were performed at the Shields/Prospect, Shields/Hobbit, and
Shields/Stuart intersections. The operation analyses were conducted for the short range
future, reflecting year 2020 conditions and for the long range future, reflecting year 2040
conditions. The long range (2040) analyses are provided for informational and planning
purposes. It is important to note that there was an unknown glitch when using the
SYNCHRO software with the background traffic at the Shields/Stuart T-intersection where
the delay for Stuart Street could not be displayed on the analysis sheets. Therefore, the
delays and level of service was hand written on the analysis sheets.
Using the traffic volumes shown in Figure 7, the key intersections operate in the
short range (2025) background traffic future, with the existing geometry and signal timing,
as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D.
The key intersections are currently operating acceptably with existing control, geometry,
and signal timing in the peak hours, except for the west leg of the Shields/Prospect
intersection during the afternoon peak hour. With an adjustment in the City signal

Using the traffic volumes shown in Figure 10, the key intersections operate in the
short range (2025) total traffic future, with the existing geometry and signal timing, as
indicated in Table 5. Calculation forms for these analyses are provided in Appendix F. As
with the background traffic, the key intersections are currently operating acceptably with
existing control, geometry, and signal timing in the peak hours, except for the west leg
of the Shields/Prospect intersection during the afternoon peak hour. With an
adjustment in the City signal timing, acceptable operation is achieved for the Shields/
Prospect intersection.
Using the traffic volumes shown in Figure 11, the key intersections operate in the
long range (2040) total traffic future, with the existing geometry and signal timing, as
indicated in Table 6. Calculation forms for these analyses are provided in Appendix G.
The key intersections will operate acceptably.
Geometry
Figure 12 shows a schematic of the likely short range (2025) and long range (2040)
geometry. This is the existing geometry at the Shields/Prospect and Shields/Hobbit
intersections. The Shields/Stuart intersection will have the addition of the east leg. At
the Shields/Prospect intersection, a westbound right-turn lane is required with the
current traffic. As mentioned earlier, the decision to build this right-turn lane rests with

the City of Fort Collins. This development proposal will contribute no traffic to this
movement. According to Figure 8-4, LCUASS, a northbound right-turn lane will not be
warranted at the Shields/Hobbit intersection, however this lane currently exists.
Pedestrian Level of Service
Appendix H shows a map of the area that is within 1320 feet of The Quarry by
Watermark site. There will be six pedestrian destinations within 1320 feet of The
Quarry by Watermark site. These are: 1) the residential area to the east of the site, 2)
the residential area to the north of the site, 3) the residential area to the northwest of the
site, 4) the commercial area to the northwest of the site, 5) the commercial area to the
west of the site, and 6) the residential area to the south of the site. This site is in an
area type termed “other.” As mentioned earlier, many of the street cross section
elements were built prior to the current standards. Therefore, some of the sidewalks
may be considered to be substandard. Acceptable pedestrian level of service will not
be achieved for all pedestrian destinations. The Pedestrian LOS Worksheet is provided
in Appendix H. The minimum level of service for “other” is C for all areas of evaluation.
The Spring Creek Trail crosses Shields Street south of Stuart Street.
Bicycle Level of Service
Appendix H shows a map of the area that is within 1320 feet of The Quarry by
Watermark development. There will be two bicycle destinations within 1320 feet of The
Quarry by Watermark development. These are: 1) the commercial area to the
northwest of the site and 2) the commercial area to the west of the site. The Bicycle
LOS Worksheet is provided in Appendix H. The base level of service is C and is B for
each of the bicycle destinations. This site is connected to Shields Street. Therefore, it
is concluded that level of service B can be achieved. The Spring Creek Trail crosses
Shields Street south of Stuart Street.
Transit Level of Service
This area of Fort Collins is served by Transfort Routes 19, 2, and 32. Route 19
operates along Shields Street, Route 2 operates, westbound, along Prospect Road, and
Route 32 operates eastbound on Prospect Road, west of Shields Street, and
northbound on Shields Street, north of Prospect Road.

IV. CONCLUSIONS
This study assessed the impacts of The Quarry by Watermark project on the street
system in the vicinity of the proposed development in the short range (2025) and long
range (2040) future. As a result of this analysis, the following is concluded:
- The development of The Quarry by Watermark is feasible from a traffic engineering
standpoint. At full development, The Quarry by Watermark will generate
approximately 2,170 daily trip ends, 120 morning peak hour trip ends, and 177
afternoon peak hour trip ends.
- All intersections operate acceptably with the existing traffic and geometry with an
adjustment in the signal timing at the Shields/Prospect intersection during the
afternoon peak hour. Current traffic volumes indicate that a westbound auxiliary
right-turn lane is required at the Shields/Prospect intersection. The decision to build
this lane rests with the City of Fort Collins.
- The Shields/Prospect and Shields/Stuart intersections are currently signalized. The
Shields/Hobbit stop sign controlled intersection will not have traffic signals in the
future.
- In the short range (2025) future, given development of The Quarry by Watermark
and an increase in background traffic, the key intersections will operate acceptably
with an adjustment in the signal timing at the Shields/Prospect intersection during
the afternoon peak hour.
- In the long range (2040) future, given development of The Quarry by Watermark
and an increase in background traffic, the key intersections will operate acceptably.
- The short range (2025) and long range (2040) geometry is shown in Figure 12.
This is the current geometry. Traffic volumes indicate that a westbound auxiliary
right-turn lane is required at the Shields/Prospect intersection. The decision to build
this lane rests with the City of Fort Collins.
- Acceptable level of service is achieved for bicycle and transit modes based upon
the measures in the multi-modal transportation guidelines and the Fort Collins
Pedestrian Plan. Many of the street cross section elements were built prior to
the current standards.
