Dear Scott:
City staff has reviewed the Laurie Subdivision PUD, Final and has
the following comments to make on this project:
1. Due to utility agency concerns regarding service to the lots
west of the ravine, a Utility Coordination Meeting will be
scheduled as soon as possible. At this meeting, all of the
utility agencies that would provide service to this site will
be represented, as well as Planning and Engineering staff, and
will meet to resolve any utility service issues. A
representative of this project (probably Dr. Musselwhite) will
also be asked to attend.
2. Public Service Company requires an 8 foot easement on both
sides of the 20' driveway and adjacent to Lots 5 - 8 around
the cul-de-sac. (These comments will also be discussed at
Utility Coordination).
3. US West typically occupies rear lot easements. The developer
must provide a 30" trench for telephone cable. A joint trench
for both telephone and electric in the driveway through the
ravine may be provided. If providing a joint trench, the
developer must coordinate activities of both utilities.
4. The developer must coordinate fire sprinkler water taps for
Lots 5 - 8 with the water district.
5. Building envelopes must be dimensioned and tied to the lot
lines in at least two places on each lot.
6. If building envelopes are noted on the plat, it would require
a replat to allow any structure, or portion thereof, outside
the envelope. Therefore, the applicant may want to remove
envelopes from the plat.
7. The area of the open space needs to be noted on the site plan
and plat.
8. Lot sizes on the site plan and plat must match.

9. The landscaping intent for Lots 5 - 8 should be addressed on
the landscape plan. Any references to landscaping intent made
with the original plan submitted in 1990 need to be added to
this current plan.
10. Minimum size for deciduous trees is 2" caliper, rather than 8-
101. Chokecherry size may be 5 gallon, rather than 8-101.
11. The City Forester recommends that Sargent Cottonwood populous
sargentii be used in place of Freemont Cottonwood. The
following species should also be considered for bio diversity:
Sargent Cottonwood (4)
Narrowleaf Cottonwood (4)
Lanceleaf Cottonwood (5)
12. The attached planting details should be used in place of the
details on the landscape plan.
13. The Botanical name for Rhus glabra should note "cismontana" as
the variety.
14. Greater shrub diversity should be considered, using the
following species:
Golden Currant ribes aureum
Wax Currant ribes cereum
Three leaf Sumac rhus trilobata
Red Stemmed Hawthorn crataegus erythropoda
15. The applicant has indicated that tree replacement would be at
a rate of 2:1. With 10 trees proposed to be removed, the
replacement, therefore, should be with at least 20 trees.
16. The "Revegetation Methodology Report" is referenced on the
landscape plan. Has this been revised to address Planning and
Zoning Board preliminary approval conditions? (see attached)
17. Street design was not included in the Utility Plans.
18. Current City standards for general notes, as well as the
statement of engineer's liability, need to be used (see
redlined utility plans).
19. The soils report, as well as any other relevant construction
information should be referred to on the utility plans, for
contractor use in the field.
20. The profile of the actual grade above utilities needs to be
provided, to show that adequate cover is being provided.
21. Both the final drainage report and soils report were not
submitted with the final plan submittal and are needed in
order to complete our review of this project.
22. The following details need to be addressed on the plat:
a. bearing and distance is missing for the POB;
b. dimension street right-of-way;
c. cul-de-sac minimum radius is 441;
d. boundary monuments found and set must be described;
e. reference the 20' sanitary sewer easement by County
recording number;
f. "City Planning" signature block should be changed to
"Planning and Zoning Board" ... approved by the Planning and
Zoning Board... Secretary of Board (rather than Director of
Planning);
g. Laurie Subdivision First Filing must be filed and recorded
before this plat can be filed and recorded. Without the first
filing, there is no access to this site.
23. A development agreement will be drafted by Mike Herzig of the
Engineering Department. Typically, these agreements are
available a short time prior to the public hearing.
24. The following conditions of preliminary approval need to be
addressed:
a. The language of the proposed conservation easement,
including maintenance be reviewed by City staff during final
review (we need to review this documeht prior to completing
our final review).
b. Tree and shrub removal plans be submitted for approval for
Lots 8 and 9 (now lots 2 and 3 ) prior to the issuance of a
building permit (a note reflecting this condition needs to be
added to the site and landscape plans).
C. Individual erosion control and revegetation plans be
required for Lots 3, 6, 8 and 9 (now 2, 3, 5 and 8) prior to
the issuance of a building permit, to ensure adequate
treatment during construction and revegetation with compatible
plant materials. On -site inspection, by City staff,
throughout the construction process will be required, to
ensure these plans are adhered to (a note reflecting this
condition needs to be added to the site and landscape plans).
d. Rip rap areas be designed to allow revegetation and that
detailed plans for these sites be submitted for approval at
the time of final review (no information was submitted to
address this, to complete our final review of this project).
e. Detailed plans and specifications regarding rip -rap
materials, placement, size, etc. and other erosion control
methods be submitted for final review (no information was
submitted to address this, to complete our final review of
this project) .
f. A detailed analysis, along with plans and specifications
for rip -rap materials, placement, size etc. and other erosion
control methods proposed to stabilize the ravine be submitted
for final review (no information was submitted to address
this, to complete our final review of this project).
g. This condition, to redesign the east side of the ravine to
no more than 4 lots, has been addressed.
25. In addition to noting items 23b and c above on the site and
landscape plans, staff would recommend that these conditions,
as well as Notes 5 - 7 on the landscape plan, be incorporated
into the protective covenants for this development. Placing
these items in the covenants provides an additional way of
making prospective purchasers and subsequent owners aware of
these requirements and the value and importance of existing
vegetation and characteristics of this site. Notes 5 - 7
could also be addressed by delineating all areas on individual
lots outside building envelopes as conservation easements.
26. The attached letter to the Applewood Estates HOA is intended
to clarify whether any additional easement width will be
required by the City, for the relocation of the existing
Applewood irrigation ditch.
Revised plans and documents, addressing these comments, must be
submitted to my office on the following schedule:
Noon, Wednesday, October 30, 1991 five copies of all plans
and documents
Noon, Tuesday, November 12, 1991 ten folded site and
landscape plans, a
rendered site or
landscape plan, and an 8-
1/2 x 1111 PMT
Please note that since a final drainage report was not submitted
and additional work is needed on the final utility plans, there is
the potential that the review of this project may not be completed
in time for the November 18, 1991 Planning and Zoning Board
hearing. Therefore, it is important that any information missing
from the final submittal be provided as soon as possible,
regardless of the deadlines mentioned above.
