Box 8292 Collins, Colorado 80526 (303) 482-2125 The Board of Directors of the Applewood Water Association met on February 9th to respond to your presentation at the Board meeting of January 9th and our telephone conversation of February 8th. At the previous meeting you proposed installing a pipeline across Laurie Subdivision, terminating at its southern border with a drop structure. The Board has concerns about increased maintenance, repairs and liability associated with a pipeline. The ditch requires cleaning and burning each spring but almost no additional maintenance. No repairs to the ditch have been necessary for years. Applewood is not liable for seepage from the ditch. In contrast, a drop structure will require frequent inspection and cleanout and will eventually require expensive repair or replacement. Moreover, Applewood may be exposed to liability for leakage from a pipeline. In order to offset these drawbacks and make the project feasible for Applewood, any pipeline you install would need to extend continuously to the pipeline in Clarendon Hills which Gary Nordick is about to install across the 6th Filing. In addition, design and installation of the pipeline would have to meet Soil Conservation Service standards. Virtually any route that allows design and installation according to SCS standards would be acceptable to Applewood. We are aware of three possible routes. The shortest would follow the route of the existing ditch. Initial conversations with the owners of the affected properties indicate they may be willing to accept a pipeline. This route also has the advantage of connecting with the existing siphon under Shields, which Mr. Nordick plans to replace when the road is improved. A second route would cross Shields further north and continue down the east side of the street. A third would cross Shields with your sewer line and continue down the east side. Mr. Nordick has agreed to grant the necessary easement along the east side of Shields. Installation along the latter routes would be accomplished most efficiently in conjunction with Mr. Nordick's plans and would require quick action. No doubt there are other feasible routes as well.
