Re: Timberline Church: ODP Narrative and Statement of Planning Objectives.
Dear Mr. Holland,
On behalf of the owners, Timberline Church and the Board of Governors of the Colorado State University System,
we are pleased to provide to the City of Fort Collins these ODP application materials for the property located at and
near 2908 S Timberline generally located to the east of the intersection of Timberline Road and Sagebrush Drive
within the City of Fort Collins. The following information provides additional application details as required by City of
Fort Collins.
Proposed is an overall framework for the property that now includes two parcels currently owned by the Board of
Governors of the Colorado State University System. The proposed ODP plan shows how an overall framework of
existing and future development can grow cohesively on these properties.

Statement of Planning Objectives
i. Statement of appropriate City Plan Principles and Policies achieved by the proposed overall
Development Plan.
Response: The proposed ODP is consistent with Fort Collins City. The following are examples
principles and policies in which is ODP supports and furthers:
o Supporting a Sustainable Pattern of Development.
o Principle LIV 2: Promote infill and redevelopment
o Policy LIV 2.1 - REVITALIZATION OF UNDERUTILIZED PROPERTIES
o Principle LIV 4: Enhance neighborhood livability
o Principle LIV 5: Create more opportunities for housing choices.
o Policy LIV 5.2 - SUPPLY OF ATTAINABLE HOUSING
o Policy LIV 5.3 - LAND FOR RESIDENTIAL DEVELOPMENT
o Policy LIV 5.5 - INTEGRATE AND DISTRIBUTE AFFORDABLE HOUSING
o Principle T 2: Build and maintain high-quality infrastructure that supports all modes of travel.
o Principle T 7: Support walking as a safe, easy and convenient travel option for all ages and abilities
by building a connected network of sidewalks, paths and trails.
ii. Description of existing and proposed, open space, buffering, landscaping, circulation, transition areas,
wetlands and natural areas.
Response: A majority of the property is already developed and/or disturbed.

o Existing and proposed open space – No additional open space is planned with this new ODP. An
existing detention is in place and will continue to be utilized to serve existing and proposed
development.
o Existing and proposed buffering – No additional buffering is proposed with this ODP. With canal
and existing environmentally sensitive areas adjacent on the south and south-east side of the
property, future development will be required to address and sufficiently meet the requirements of
the Fort Collins Land Use Code.
o Existing and proposed landscaping – Landscaping is provided in previously developed areas of the
OPD. As the project develops landscaping will be provide per Fort Collins standards, and designed
in such a way that it is cohesive with existing landscaping so that a common theme can be
established and carried throughout this area, even as it develops out in multiple phases over
several years.
o Existing and proposed circulation – Circulation is proposed to occur in much the same matter is it
currently established, with a few notable enhancements, including the addition of another
connection at Timberline Road, as well as the idea to provide more formal circulation patterns for
future development, specially at the northern side of the property.
o Existing and proposed transition areas – No existing or proposed transition areas are planned
o Existing and proposed wetlands and natural areas.
iii. Estimate of number of employees for commercial and industrial uses.
Response: This information is not known at this time.
iv. Description of rationale behind the assumptions and choices made by the applicant.
Response: The existing Timberline Church comprises a large area within the overall ODP area and is
driving the proposed concept plan and the framework being developed. This OPD is identifying areas
where future development of the site may occur based on the existing framework in tandem with the
proposed updates as well as a new proposed access off of Timberline Road.
v. Written narrative addressing each /issue raised at the neighborhood meetings(s) if a meeting was held.
A neighborhood meeting held on May 3, 2021, was attended by approximately 15-20 members of the
community plus several members of Fort Collins Staff and the Applicant team. At the meeting, Staff
and the Applicant team gave presentations about the approval process and the proposed project. A
majority of the questions centered around the potential for adverse traffic impacts and user impacts to
the surrounding neighborhood. Traffic impacts are being mitigated by providing access directly to
Timberline Road, which will mitigate impacts to the existing neighborhood. In addressing the comment
about impacts on the surrounding neighborhood, this new community is determined to provide
amenities and services to its users, so it is difficult to determine impacts on the surrounding
neighborhood. The Applicant and Owner are committed to being good neighbors and will continue to
work with the surrounding community to understand their concerns and find practical solutions as the
property develops over time.
vi. Name of the project as well as any previous name(s) the project may have been known by.
Response: Timberline Church ODP
vii. A narrative description of how conflicts between land uses are being avoided or mitigated.
Response: We do not believe conflicts between land uses currently occur or will occur within the
development of this ODP. Current standards within the Fort Collins land use code. This ODP is
proposing additional vehicular connectivity to Timberline Road as well as establishing an enhanced
neighborhood connection to the greater trail system that is adjacent to this site. Both of which mitigate

any real or perceived conflicts and further strengthen this development with the greater Fort Collins
community.
Additional ODP Required ODP Submittal Materials.
o A copy of the applicable conceptual review letter and an explanation of how issues have been
addressed.
Response: A response to the Concept Review letter has been included with these submittal materials.
IT should be a noted, a vast majority of the comments received dealt with the accompanying Multi-
family comments, with few, ODP specific comments.
o A legal description of the site.
A PARCEL OF LAND LOCATED IN THE WEST HALF OF SECTION 29, TOWNSHIP 7 NORTH,
RANGE 68 WEST OF THE 6TH PRINCIPAL MERIDIAN CITY OF FORT COLLINS, COUNTY OF
LARIMER, STATE OF COLORADO
o A statement of proposed ownership and maintenance responsibility of public and private open space
areas.
Response: No proposed open space is planned with this ODP. Open space areas will be identified
within each future PDP as proposed in the future. Regardless, at this time it is anticipated that all open
space will be privately owned and maintained.
o A development phasing schedule including the sequence for each phase, approximate size in areas of
each phase, and proposed phasing of construction of public improvements, recreation, and common
open space areas.
Response: Phasing is as shown.
o Phase 1 - Includes Planning Area 3 which is comprised of the currently developed Timberline
Church, no updates or changes are proposed.
o Phase 2 – Includes Planning Area 4 – This area is planned for multi-family development, of which a
PDP application is currently under review through the City of Fort Collins. This phase also includes
the connection from Planning Area 4 to Timberline Road. (between Planning Areas 5 & 6)
o Phase 3 and beyond – At this time, the order, type of, or timing of the remaining Planning Areas is
not known.
Overall infrastructure improvements required for each phase have been or will be made as needed as
each phase of development occurs, in accordance with what requirements of each type of
development. Improvements may be referenced by PDP plans included as development occurs.
o Master utility and overall Drainage Plan for water, sewer and stormwater.
Response: These plans are included within this ODP Submittal.
o Overall Drainage report, which complies with the appropriate City Basin Master Plans in the Storm
Drainage Design Criteria and Construction Standards.
Response: This plan is included within this ODP Submittal.
o A Transportation Impact Analysis (TIA) prepared in accordance with the Transportation Impact Analysis
Guidelines.
Response: This plan is included within this ODP Submittal.
o Other information and data as the Director may require for full and complete consideration of the
development.
