Re: Chelsea Ridge (Laurie Subdivision PUD)
Dear Paul,
You have inquired about a proposed driveway access to Lot 4 in the Chelsea Ridge single-family
development on South Shields Street, south of West Harmony Road. This project was approved by the
City of Fort Collins Planning & Zoning Board on March 23, 1992 as the Laurie Subdivision PUD. It
contains 10 single-family residential lots. Lots 1 - 4 and 9 & 10 front on Wooded Creek Court, a dedicated
public street that terminates in a cul-de-sac. Lots 5 - 8 front on a Private Drive that begins at the west end
of Wooded Creek Court and continues across a ravine that runs north - south through the development.
The ravine is an environmentally sensitive area that is identified as Open Space/Drainage/Conservation
Easement on the recorded subdivision plat and Site Plan.
Included on the Site Plan (recorded in the City) is the Statement of Planning Objectives. Item D of the
Planning Objectives states:
"The development of this site requires vehicle access to cross the ravine. This development
proposes to provide access by a public road ending in a cul-de-sac on the east side of the ravine
on level ground with a small low -impact common drive meandering its way across the draw to
exclusive lots on the west side. This common drive will minimize impact to the site. Such impacts
will be mitigated by revegetation. The homes on the exclusive lots will be fire-sprinklered. This
development also proposes to maintain an open space corridor along the ravine allowing natural
elements to be undisturbed except for the low impact road.
Your inquiry to the City's Current Planning Department relates to whether or not Lot 4 can gain direct
driveway access (along the north side of the lot) from the Private Drive that begins at the west end of
Wooded Creek Court. City staffs opinion, based on an interpretation of Item D of the Statement of
Planning Objectives on the Site Plan, is that a driveway curb -cut would have a significant impact on the
relatively steep side slope (potentially T to 5' high) on Lot 4 abutting the Private Drive. Also, the
combination of a depressed driveway cut into the side slope and the existing vegetation in this area could
cause sight visibility problems on the Private Drive, resulting in an unsafe situation. Staffs opinion is that
the intent of the approved Chelsea Ridge (Laurie Subdivision PUD) development plan is for driveway
access to Lot 4 to occur at the east end of the lot directly from Wooded Creek Court (a public street).
