Dear Doyle:
Following is a listing of all items that need to be completed
and/or revised for the Laurie Subdivision PUD, 2nd Filing, Final:
1. Light and Power has provided the attached comments from the
January 16, 1992 Utility Coordination Meeting.
2. Comments from the Fort Collins -Loveland Water District/South
Fort Collins Sanitation District are also attached.
3. Because of the irregular shape of lots and building envelopes,
the Zoning Office has requested building setback dimensions for all
envelope lines.
Lot numbers need to be added to the landscape plan so notes
referencing specific lots are clear.
5. The size of the open space/conservation easement needs to be
noted on both the site plan and plat.
6. No information has been provided regarding the landscape intent
for Lots 5 - 8. We would recommend that landscaping on these lots
be consistent with the existing native plants found on the site, as
well as those listed on the landscape plan. Notes to this effect
should be placed on the landscape plan.
7. Laurie PUD Subdivision, First Filing must be filed and recorded
before this plan can be recorded. There has been some discussion
regarding a re -design of the first filing to delete the veterinary
clinic in favor of a single family lot. A decision regarding this
matter needs to be made, so that any necessary re -design of plans
can be done.
8. The language of the proposed conservation easement (including
maintenance) must be reviewed by City staff during final review.

This was a condition of approval that needs to be completed prior
to the Planning and Zoning Board's final consideration. Our review
of this easement language will need to include review by the City
Attorney's Office.
9. Are protective covenants proposed for this development? If so,
we would recommend that Notes 5 - 12 on the landscape plan be
incorporated into the protective covenants for this development.
Placing these items in the covenants provides an additional way of
making prospective purchasers and subsequent owners aware of these
requirements and the value and importance of existing vegetation
and characteristics of this site.
10. At the Utility Coordination Meeting, there was some discussion
regarding the width of "shoulders" on the private driveway serving
this site. The site plan does not reflect anything other than a
20' wide pavement surface. Assuming some shoulder is proposed,
this needs to be addressed on both the site plan and utility plans.
11. Several other points were raised at the Utility Coordination
Meeting. These are as follows:
a. There needs to be some method of putting property owners on
notice that in the event of utility line breaks, portions of the
site are not accessible. The Fort Collins -Loveland Water District
is especially concerned about this matter and recommends that deed
restrictions be placed on the lots. We will pursue the legal
aspects of this (as to whether our review process may require this)
and would also suggest you do the same with the applicant's
attorney.
b. The full area of disturbance needs to be shown on the site and
landscape plan. This area needs to take into consideration
disturbance due to construction and installation of utility lines.
c. Utilities are concerned about the landscaping in the cul-de-sac
island interfering with the repair of utility lines. Low level
shrubbery and perennials/annuals may be more appropriate, assuming
the island remains.
12. An overall utility plan, showing all utility line placements,
needs to be submitted.
13. The review requirements notes on the site plan need to be
clarified that the tree/shrub removal plans, erosion control and
revegetation plans must be reviewed by the Natural Resources,
Stormwater and Planning staff and must be approved before any
Building Permits for the applicable lots will be issued.
14. Additional comments may be made on redlined Utility Plans
forwarded directly to you.
At the present time, this project has been delayed until the
February 24, 1992 Planning and Zoning Board, at the earliest. As

you can see from the above comments, there are still a number of
fairly significant items that need to be completed. Of particular
concern is addressing the various utility issues and the
conservation easement language. The following schedule is provided
for you, but please be aware that new plans or additional
information being submitted for review under this schedule are not
guaranteed placement on the February 24 agenda:
