The following is a summary of the

items we discussed at a meeting on
the residential portion of the South
A private driveway could be used to access the portion of the property
west of the gully. A minimum of 20' in width would be needed to
accommodate fire equipment. The residential units that are more than 660'
from a single point of access (measured at the Shields/Laurie Ann
intersection) must be equipped with residential fire extinguishing systems.
2. City staff has concerns regarding development of the property lying %vest
of the gully. This area has been identified as an area of moderate
sensitivity on the City's Environmental Management/Wildlife Habitat maps.
The All Development Criteria of the Land Development Guidance System
must be addressed by any PUD application. Many of these criteria deal
with retention and/or enhancement of sensitive environmental areas and
the potential impact development may have on such areas. As part of the
review of a PUD application, City staff formulates a recommendation to
the Planning and Zoning Board, for the Board to consider in making a
decision.
The Natural Resources Division staff has expressed concerns regarding
development proposals for this sensitive area and will evaluate any
proposals the applicant may make, along with all other City and outside
reviewing agencies. Any development that may be proposed in this area
should be done in a way that is sensitive to the environment of this
particular area. Impacts on the area should be minimized and in most
cases, mitigated. Mitigation may be accomplished through such means as
minimizing cuts and fills; preserving and replacing top soil after cuts and
fills; contouring and grading cuts and fills to blend with the natural
terrain; revegetation with existing plant species and replacement of trees in
equivalent caliper sizes. The applicant is being encouraged to propose a
sensitive design for the proposed street and bridge design.

3. A bridge proposed to cross the gully must be designed to meet Hs20 loading
requirements. This would provide a bridge adequate to support fire
equipment.
4. Another neighborhood meeting is being requested by staff prior to any
submittal of a PUD application on this property. This meeting will give
the surrounding property owners an opportunity to view the proposal and
provide input, prior to formal submittal.
