Dear Don:
Staff has reviewed the Laurie Subdivision Preliminary PUD plan and has the
following comments to make:
, / Light and Power has electrical facilities on Shields and would like to
coordinate early with the applicant, since the site would be served by Fort
Collins -Loveland Water and South Fort Collins Sanitation.
The common drive area to Lot 5 should be labelled as an access and utility
easement.
_,,3/A 15' utility easement is needed along the back of street right-of-way.
4. Homes on Lots 3-6 will be required to have residential fire sprinkler
systems. A note to this effect should be placed on the site plan.
The Poudre Fire Authority will not require the fire hydrant shown approxi-
mately 600' west of Shields, on Laurie Ann Court.
", 6. The cul-de-sac needs to conform to City standards, with roll over curbing.
7. The preliminary utility plan is incomplete. An overall utility plan showing
grading, utilities, lot layout and street layout on one sheet is recommended.
Detailed design is not necessary at the preliminary stage, but a clear
picture of the overall proposed site development is needed, including
existing/proposed public improvements (ie. curb, gutter, etc.).
$� Tim Buchanan, City Forester, would like to schedule a site inspection to
l/ review existing trees on the site. He may be contacted at 221-6361.
t,9/ Clarification is needed whether this proposal is being submitted as a
planned unit development or as a standard single family subdivision. If
the proposal is a PUD plan, a variance to the minimum required density
of 3DU/acre must be requested and substantiation for a variance must be
prop ided. Staff would support a variance. given this density as an
appropriate transition between the density of The Ridge and the site's
Shields Street commercial frontage.
1,0. Clarification is also needed regarding the name of this project (Laurie
Subdivision or PUD, South Shields Vet Clinic PUD, Phase 2).
11. The following information needs to be added to the site plan:
- existing zoning;
- maximum building height.
'j 12. Staff has serious concerns about the affect grading of streets and lots may
have on existing trees.. Furthermore, Note 1 on the landscape/grading plan
indicates that the majority of existing trees will be preserved; however,
given the delineation of the proposed building envelopes on Lots 7-9 and
the fact that trees are on individual lots, there is no assurance that many
of these trees will be retained, nor is there any mitigation being proposed
to offset tree loss. Staff is also concerned that impacts from crossing the
existing ravine or swale are not being mitigated through the proposed
design.
k3. The adequacy/intent of the landscape buffer at the southwest corner of the
�/ site is questioned.
14., More information is needed regarding the nature of shrubs and groundcover
proposed for bank stabilization.
U15. A variance request, prepared by a licensed professional engineer, must be
submitted and approved in order for a 28' wide street to be proposed.
