Dear Don:
Staff has reviewed the South Shields Veterinary Clinic PUD Final plan and
has the following comments to make:
1. Utility service will be provided by the Fort Collins -Loveland Water District
and the South Fort Collins Sanitation District. It is the applicant's
responsibility to work with the district, to meet any requirements they may
have regarding the provision of service to this site.
2. Street trees along Shields Street should be planted at least 7' behind the
future curb of Shields Street.
3. The proposed water line must provide 1500 GPM for commercial fire pro-
tection. The proposed water line size and connection to a 4" line in
Shields Street will not supply this quantity.
4. A raised handicapped parking sign needs to be placed in front of the
handicapped parking stall.
5. The parking space closest to Laurie Drive needs to be deleted, since it is
too close to the parking lot intersection with this street.
6. A trash receptacle location needs to be specified on the site plan, as well
as materials proposed for the trash enclosure.
7. A loading area needs to be identified on the site plan.
8. A note needs to be added to the landscape plan, stating that "landscaping
needs to be installed or a letter of credit for 125% of the cost of
landscaping improvements will be required".
9. A note needs to be added to the landscape plan stating "prior to planting
any trees on the public right-of-way, a free permit must be obtained from
the City Forester".

10. The name on the subdivision plat and PUD site plan need to match.
11. The proposed street name "Laurie Court" is phonetically too close to "Lory
Drive" and therefore, needs to be changed.
12. A final soil report and pavement design must be submitted.
13. Proposed street improvements for Shields Street and Laurie Court need to
be shown on utility plans.
14. Lot 3 does not need to be included on the proposed subdivision plat, since
development of the remainder of the site (residential area) would necessi-
tate subdividing into the individual lots.
15. Motorcycle and bicycle parking need to be identified on the site plan.
16. Buffering for the parking area at the west edge of the site is needed. If
the adjacent walk is increased to 6' in width, these parking stalls may be
reduced to 17' long and the back-up space to 20'. This will provide a 6'
buffer area.
17. Buffering along the north property line needs to be addressed.
18. Additional landscaping should be considered along the south side of the
proposed building and in the island at the rear of the building (near west
parking area).
19. Final building elevations, indicating proposed building materials must be
submitted.
20. Details on the proposed sign must be submitted. As previously discussed,
this signage should be residential in character and scale, due to the
residential nature of the surrounding area.
21. Staff is evaluating the proposed energy credit information supplied.
22. Storm drainage comments are forthcoming.
23. If off -site easements are necessary for the proposed utility extensions, the
signed easement documents must be provided prior to the Planning and
Zoning Board review of this proposal.
24. A development agreement, which specifies all conditions and requirements
for development of this site, will be drafted by staff for the applicant's
signature.
25. The drainage report and plans submitted do not meet final submittal
requirements. It is not clear whether this submittal is to cover the entire
proposed site or only the vet clinic. Susan Hayes of the Stormwater
Utility would like to walk the site with the project engineer and can be
contacted at 221-6589.
26. The following items need to be addressed on the drainage report:
- include vicinity map;
- text cannot be easily tied to the attached drawing, please clarify;
- expand on developed conditions and include developed site grading
plan;
- where does runoff from the vet clinic ultimately go and are
downstream facilities adequate?;
- has ditch company approved this?;
- not enough information has been provided to check calculations;
and
- erosion control measures must be analyzed and designed by the
engineer.
27. The following items need to be addressed on the drainage plans:
- all existing and proposed drainage easements must be shown;
- reinforced concrete pipe must be used for all culverts;
- grading/drainage plan needs a lot of work, refer to City criteria
for requirements; and
- show construction erosion control measures.
By Wednesday. February 7. 1990 five copies of the revised site plan, landscape
plan, building elevations and the plat, as well as any other information needed
to address these comments must be submitted to the Planning Office. By
Monday, February 20, 1990, ten (10) folded sets of the site plan, landscape
plan, building elevations and plat, a colored rendering (unfolded) of the site
and landscape plans and building elevations and an 8-1/2" x 11" PMT reduction
of these plans must be submitted for the Board meeting February 26. If you
