PROJECT DESCRIPTION: A request for a master plan for a veterinary clinic
and nine single-family homes on 7.7 acres, located at 5001 S. Shields, 1/2 mile
south of Harmony Road. The site is zoned r-1-p, Low Density Planned Resi-
dential.
RECOMMENDATION: Approval.
EXECUTIVE SUMMARY: This project consists of a mixed -use master plan for
a veterinary clinic and nine single-family homes. The proposed master plan is
in conformance with adopted plans and policies of the City.

COMMENTS
1. Background:
The surrounding zoning and land uses are as follows:
N: R-L-P; existing single-family residence
S: R-L-P; existing single-family residence
E: R-L-P; vacant (Clarendon Hills Subdivision - First Church of God site)
W: R-L-P; existing single family residences (The Ridge)
This site was annexed in 1989 as part of The Ridge Annexation and was zoned
R-L-P, Low Density Planned Residential. There is no PUD condition attached
to the existing zoning.
There is an existing single family residence and several outbuildings on a
portion of this site.
2. Land Use:
The proposed master plan consists of a veterinary clinic and nine single family
homes, one of which is existing on the site. This land use mix represents the
applicant's best estimate of development potential for this site.
The master plan is consistent with the City's adopted plans and policies, which
encourage mixed -use development and encourage low density residential devel-
opment in areas which have easy access to major employment centers (proxim-
ity to Shields and Harmony Road) and have access to existing utility services.
3. NeiQhborhood Compatibility:
A neighborhood meeting was held on the proposed veterinary clinic on August
31, 1989. Four residents/property owners attended this meeting. The attached
meeting summary indicates that concerns generally related to the present speed
limit and conditions on Shields Street and the interest in retaining the
residential character in the proposed veterinary clinic.
4. Transportation:
Shields Street is designated as an arterial street on the Master Street Plan.
Improvements will be made to Shields with the future development of this site,
as well as development of the site on the east side of the street.
RECOMMENDATION
The proposed master plan is in conformance with the City's adopted plans and
policies. Therefore, staff recommends approval of the South Shields Veterinary
Clinic PUD Master Plan, #44-89.
