Street in Fort Collin=_., Colorado. The site is located approximately 2500 feet south of Harmony Road on the vies.t side of Shields Street. Along with the Veterinary Clinic, it was assumed that 9 dwelling units would be located to the west of the veterinary clinic. Access to both the vet clinic and the 9 dvielling units was assumed to be via a private road intersecting with Shields Street at a T intersection. The traffic counts used as a base for the following analyses. 4-iere taken from a. memorandum on Clarendon Hills, Parcels H and I, dated September 2, 1987. The short range traffic projection utilized this data factored by 3 percent per year-. The long range (2010) traffic projections utilized the 2006 peak hour traffic, CD factored by 3 percent per year, taken from "The Ward z cc Smith Farm Site Access Study," April 1986. w w CD The trip generation from the proposed uses is shown Ui w in Table 1. The reference for the residential use trip generation is Trip Generation, 4th Edition, ITE. The CL: �, vet clinic trip generation was estimated by Dr. William • P1usslet-ahito, based upon his experience at other vet v o clinics.. The trip distribution used for the following J a traffic assignments viere 90 percent to the north and 10 W cr percent to the south in the short range future and 75 o N percent to the north and 25 percent to the south in the z long range future. . ­3 Q cc • Figure 1 shows the resu 1 is of the trip assignment 3 at the access intersection in the short range future = a (1 =90) . The operation of this intersection is shoo-in In I— cc Table 2. Calculation sheets. are provided in Appendix A. ~ Q This intersection will operate acceptably (level of service D or better) during the peak hours. At the location of the Vet Clinic Road, Shields Street is approximately 36 feet wide. The street is widened on the east side t,,i i th curb and gutter. This improvement vias made by the Clarendon Hills development. The t,:les.t side of Shields h.a.s a rural (shoulders) cross. section. Approximately 400 feet south of the Vet Clinic Road, Shield_. Street returns to a tt,,lo lane rural cross. section. According to the planning consultant for Clarendon Hills. (Cityscape Urban Design), Shields Street v,i 1 1 be tali dened to the same 36 foot cross section to at least the next intersecting street to the south during the summer of 15190. This t,a i 1 1 provide a 36 foot t-a i de street at least 1500 feet south of the site. Since this 36 foot wide street is a. temporary condition unt i 1 the full arterial tii dth r5 lanes) can be completed on the viest side of Shields., the 36 foot cross section should be striped a.s one northbound lane, one southbound lane, and a. center lane t,ih i ch can be used as a. tt,,lo-way left - turn lane. This. should remove left -turning vehicles to this site (and other residences on the west side of Shields) from the through traffic lanes. The need for a southbound r• i ght-turn deceleration lane is judgmental. According to nomographs in the 'State Highway Access. Code, a right -turn deceleration lane is. needed. According to the "Intersection Channelization Design Guide," NCHF..F Report 279, TRB, t1ovember 1985, the right - turn lane is not required. Due to the anticipated low volumes, a. right -turn lane is not recommended. The City of Fort Col 1 i ns taxi 1 1 have the final determination on this matter. Figure 2 shovis the results of the trip assignment at the access intersection in the long range future (2010). The operation of this intersection is shown in Table 3. Calculation sheets are provided in Appendix B. (,,Ii th a combined r• i ght-turn/l e+t-turn lane, the exits from this property will operate unacceptably. The unacceptable operation is due to the volumes on Shields, rather than the egressing traffic from the Vet Clinic Road. Separating the right and loft turns will confine the delays to only the l of t-turning vehicles and al 1 ov) the right turns to operate acceptably. However, due to the anticipated 1 oL%i volumes, separate right- and left - turn lanes are not recommended. Unacceptable operation during the peak hours at stop sign controlled intersec- tions t,,ti th arterial streets is not uncommon. Hepp l et,,th i to Court, an extremely long cul-de-sac to the viest of the subject property, could potentially be connected to this access. However, the need for the connection t,,loul d appear to be voi th the residents of Heppl et,,lh i to Court. A second means of access to Hepplet&ihite Court would make emergency access easier and give the residents an alternative means of access to the arterial system. A sight distance analysis to the south of the Jet C1 i n i c Road was conducted since Shields Street drops off to the south approximately 200 feet south of the site. Figure 3 shows the results of that analysis. It was concluded that there will be adequate sight distance of 500 feet (Fort Collins arterial standard at 50 mph) to the south when Shield_. Street is built as shoi.,.)n on the profile prepared by James H. Stewart & Associates, Consulting Engineers.
