Box 580 - Fort Collins, CO 80522-0580 • (303) 221-6i50 CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: August 14, 1989 PROJECT: South Shields Veterinary Clinic APPLICANT: Don Richmond, Richmond Associates, 420 W. Oak, Fort Collins, CO 80521 LAND USE DATA: Request for veterinary clinic on 8 acres, located at 5001 S. Shields. COMMENTS: 1. This site is within the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District. 2. Three-phase power is available in Clarendon Hills. Extension of power to the site would be at City cost. A C-1 Form will be required to determine power loads and transformer size. 3. A fire hydrant must be provided within 400 feet of the proposed structure, on the west side of Shields Street. Adequate fire access/turn-around must be provided, with a minimum 20' inside and 40' outside turning radius. 4. Building envelopes and dimensions must be shown on the site plan. 5. Motorcycle and bicycle parking must be provided. 6. Parking requirements are two spaces for every three employees. 7. Signs must comply with the sign code. Sign setbacks from the street are determined by a sight distance triangle. 8. On -site detention will not be required, since the site is within the Fossil Creek Basin. A storm drainage report/plan and a grading plan must be submitted. Both must be prepared by an engineer registered in Colorado. Easements must be dedicated for the drainage tributary on the site. Future development plans should be taken into consideration in drainage plans. 9. Developer will be required to pay for the cost of a local street along the site's frontage on Shields. No off -site street improvements will be required. The additional 20' of right-of-way will need to be dedicated on the subdivision plat. 10. Street oversizing fees will apply ($10,504/acre for the clinic and $14,005/acre for retail uses). 11. Drives and parking areas must be hard -surfaced. 12. A neighborhood meeting will be required. 13. A master plan will be necessary if development of the property (8 acres) is phased. 14. A traffic impact study will be required. The need for accel/decel lanes and the curb cut location will be determined, based on the traffic impact study. 15. Submittal information is attached.
