Box 1007 Fort Collins, CO. 80525 PROJECT DESCRIPTION: This is a request for final subdivision approval for 49 single family lots on 12.834 acres. The property is located east of Overland Trail, south of Michener Drive, and southeast of Yorkshire Street. The zoning is RLP, Low Density Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This request is for 49 single family lots on 12.834 acres. The Final Plat is in compliance with the Subdivision Regulations and the requirements of the RLP Zoning District. It is in substantial conformance with the approved Preliminary Plat. A condition of the preliminary approval regarding landscaping and fencing has been addressed and satisfied. DEVELOPMENT SERVICES 300 LaPorte Ave. P.O. Background• The surrounding zoning and land uses are as follows: N: rp and RLP; existing and planned single family residential (Quail Hollow Third and Fifth Filings) S: FA-1; undeveloped (Larimer County) E: RLP and FA-1; proposed City Park and large lot single family residential (Larimer County) W: RF; existing and planned single family residential and City - owned open space (Burns Ranch at Quail Ridge) The property was annexed into the City on December 5, 1989 with the Quail Hollow First Annexation and zoned RLP, Low Density Planned Residential. No conditions were attached to this zoning. The property received preliminary subdivision approval from the Planning and Zoning Board on December 18, 1989 as part of the Quail Hollow, Filings 4 thru 7 - Preliminary Plat request. Lots 37- 49 in this Sixth Filing, fronting on Blue Leaf Drive, were preliminarily approved as part of the Fifth Filing. 2. Land Use: This request is for final approval of a standard subdivision plat for 49 single family lots on 12.834 acres. All lots exceed the minimum 6,000 square foot lot size and meet the requirements of the RLP Zoning District. The proposed final plat is in substantial conformance with the approved preliminary plat. 3. Design: The lots range in size from 6,800 square feet to 15,719 square feet. In compliance with the condition on the Preliminary Plat, a Final Landscape Plan was submitted with this request indicating street trees in the parkway, a turfgrass surfaced strip between the curb and detached sidewalk adjacent to Lots 44 & 45, and 6' high wood shadowbox -style fencing along the Overland Trail street frontage. Additionally, planting beds are planned at the two corners of Overland Trail and Blue Leaf Drive containing ornamental trees, deciduous and evergreen shrubs. The fences and plantings will be consistent with existing and approved materials in the Fourth and Fifth Filings along Overland Trail. The street trees along Overland Trail will be installed by the developer. Installation of the fencing, the planting beds at the intersection corners and maintenance of all landscaping along Overland Trail Quail Hollow, Sixth Filing, Final, #46-89G April 27, 1992 P & Z Meeting Page 3 right-of-way in the Sixth Filing, including the street trees, is the responsibility of the adjacent property owners of Lots 44 and 45. 4. Transportation: The primary access to the three separate pockets of lots in the Sixth Filing will be from Overland Trail, Yorkshire Street, and Michener Drive. The lots will gain direct access from Blue Leaf Drive, Dixon Creek Lane, and Teal Eye Court, all being local streets that connect to the primary streets. RECOMMENDATION: This proposal is in compliance with the Subdivision Regulations and the requirements of the RLP Zoning District. It is in substantial conformance with the approved Preliminary Plat and the condition requiring a Final Landscape Plan to address the proposed landscaping and fencing has been met.
