Jensen Enterprises c/o Cityscape Urban Design 3030 South College Ave., #200 Fort Collins, CO. 80525 Dear Dan, Staff has reviewed your submittal for the Quail Hollow Subdivision, Sixth Filing - Final, and has the following comments to offer: Public Service has expressed concern about the planting of trees and additional landscaping on Lots 44 & 45, at the corners of Overland Trail and Blue Leaf Drive, as shown in the front and side lot utility easements on the Landscape Plan. The possibility of a conflict should be thoroughly investigated and a resolution, if necessary, coordinated with PSC. 2. U.S. West has stated that approval of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. U.S. West will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. 3. You will need to obtain a right-of-way for the south side of Michener Drive adjacent to Lot 1 and dedicate necessary easement/right-of-way for a turn -around on the property owned by the City. Street improvements and a temporary turn -around at the end of Michener Drive must be constructed in order to build on Lots 1, 2, and possibly Lot 3. Please check with Poudre Fire Authority for their access requirements. Kerrie Ashbeck will assist you with all engineering questions, especially related to right-of-way dedication. If additional right-of-way has to be dedicated by separate document, then a somewhat lengthy process through the City Council will be required. 4. The Landscape Plan shows a detached sidewalk on Blue Leaf Drive. The sidewalk is actually attached on this local street. 5. Susan Hayes of the Stormwater Utility has extensive comments. A copy of their comments is attached. 6. The existing fire hydrant between Lots 35 and 36 should be moved to the end of Dixon Creek Lane. One hydrant must be added at the end of Poteet Court. 7. The Landscape Plan should note that the landscaping as shown in the 5th Filing open space tracts will be installed by the developer of that filing and maintained by the owner for the first two years. City Stormwater Utility will assume responsibility for these tracts after two years. This seems to contradict Plant Note 10 on the 6th Filing Landscape Plan. 8. Are there plans to provide any landscaping in Tracts 'A' and 'B' of the 6th Filing? These tracts occur at the ends of Dixon Creek Lane and Poteet Court, connecting with the 5th filing open space tract. If landscaping is planned, please show numbers and types of materials. 9. The American Plum is not an approved street tree species. This needs to be changed to an approved species, 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 such as Green Ash, Burr Oak, or Hackberry. 10. Plant Note 13 seems to be incomplete. It may be missing a word or have too many, re: "landscaping along and Overland Trail right-of-way to be". 11. The City Natural Resource Division wants to look at the site to determine if any wetlands exist. 12. The dashed lines on the lots on the Landscape Plan are assumed to be utility easement lines, and they should be identified as such. This concludes staff comments at this time. Additional comments may be forwarded to you as the departments and various reviewing agencies continue to review this request. Please be aware of the following deadlines to stay on schedule for the April 27, 1992 Planning and Zoning Board hearing: Plan revisions are due April 1, 1992 by 12:00 noon. Please contact me for the number of each document to submit. PMI's, renderings, and revisions are due April 20, 1992. Final documents are due April 23, 1992 by 12:00 noon.
