Temporary Service Changes ‑ City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the quality and timeliness of our reviews. We recognize that
development and construction play a critical role in our community’s vibrancy
and economic recovery, and we have been exploring options for mitigating
impacts to our customers. As a result, we will be making some temporary service changes.
Beginning Monday April 12 one additional week of review time will be added to
all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

LUC 2.211 Lapse, Rounds of Review: Applicants, within one hundred eighty
(180) days of receipt of written comments and notice to respond from the City
on any submittal (or subsequent revision to a submittal) of an application for
approval of a development plan, shall file such additional or revised submittal
documents as are necessary to address such comments from the City. If the
additional submittal information or revised submittal is not filed within said
period of time, the development application shall automatically lapse and become null and void.

All "For Final Approval / For Approval" comments need to be addressed and
resolved prior to moving forward with the final documents and recording of this

owners, and shall also be posted on the City's website at www.fcgov.com.

Your project narrative indicates the replat is proposed in order to build an
addition on 831 W Olive and demolition of the residence at 308 S Washington.
The City has a required demolition noticing process that applies to all proposed
single‑family residence demolitions for buildings more than 50 years old. That process is outlined at
https://www.fcgov.com/historicpreservation/demolition‑review and begins upon
submittal of preliminary plans for the addition. Demolition notification provides
an opportunity to ensure important historic, architectural, and cultural resources
are not lost without consideration, pursuant to Section 14‑6 of the Municipal
Code. This process provides for consideration of a property over fifty years of
age proposed for demolition, and an opportunity for community members to
receive notice about that demolition and take action to protect the property
through designation, as provided by City Code.

This project is responsible for dedicating any right‑of‑way and easements that
are necessary or required by the City for this project. Most easements to be
dedicated need to be public easements dedicated to the City. This shall
include the standard utility easements that are to be provided behind the
right‑of‑way (15 foot along an arterial, 8 foot along an alley, and 9 foot along all
other street classifications). Information on the dedication process can be
found at: http://www.fcgov.com/engineering/devrev.php
For this project, Engineering will require access easement to be dedicated
along the S. Washington St. frontage to contain the sidewalk. If the existing
walk is within the public ROW, then no dedication will be necessary. The
standard 9' utility easements will need to be dedicated along the S. Washington
St. and W. Olive St. frontages, as well as the 5 foot utility easement required by
Light and Power. Any other easements required by other City departments for
utilities, emergency access, etc. will also need to be dedicated. The
easements can all be dedicated with the proposed plat for this project.
John Lorenzen Comments: The existing sidewalk is in the public right of way so no
dedication will be necessary.
The attached plat dedicates the 9’ utility easements along S. Washington Ave. and
W. Olive St, as well as the 5’ utility easement at the back of the lot as required by
Light and Power.

The City will require that one of the existing drive access points will need to be
removed. The City would prefer that the S. Washington St. access be removed.
The existing access point that remains will need to be reconstructed to meet
LCUASS if it does not already. Same for any existing sidewalk that does not
meet current LCUASS or ADA standards.

sidewalks have recently been replaced and meet current standards.

Any damaged curb, gutter and sidewalk existing prior to construction, as well as
streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to
construction of this project, shall be replaced or restored to City of Fort Collins

improvements and/or prior to the issuance of the first Certificate of Occupancy.

are only permitted upon approval of an encroachment permit. Applications for
encroachment permits shall be made to the Engineering Department for review
and approval prior to installation. Encroachment items shall not be shown on the
site plan as they may not be approved, need to be modified or moved, or if the
permit is revoked then the site/ landscape plan is in non‑compliance.
