This is a request for a minor subdivision to plat a 2.927 acre lot out of an existing 128-acre parcel and a right of way dedication.
The City of Fort Collins owns the 128-acre parcel on S. Shields Street between Harmony Road and Trilby Road, parcel number: 9603400903 andis zoned POL – Public Open Lands in the City.
The parcel makes up about 1/10th of the 1,153-acre Cathy Fromme Prairie Natural Area. The Natural Area was acquired in more than a dozen transactions between 1993 and 2019.The 128-acre
parcel is bounded by additional City property to the west and south. To the east lies Shields Street and residential n2.eighborhoods. Neighborhoods also adjoin the parcel to the north.
The majority of the 128-acre property is undeveloped with the exception of a trail, a trailhead parking lot on the east boundary and a raptor observatory and vault toilet. No utilities
serve the site.
Titlework for the property reveals severalencumbrances includinga U.S. patent with a right of a proprietor of a vein or lode. In addition, Union Pacific reserved rights for coal on the
property.
The City of Fort Collins Natural Areas Department intends to expand the existing 12-car parking lot to a 50-car capacity within the 2+ acre platted lot – with plan to only construct
to about 33 spaces in the next year. The parking lot which is anticipated to be less than an acre in size will primarily serve the Natural Area, but it will also serve the Fossil Creek
Trail. As Fort Collins’ population continues to grow,the expansion will be highly needed. The plat includes a dedication of a 500’-long, 20-wide Right of Way dedication along S. Shields
Street.
No meetings for CR, PDR or neighborhood meetings have occurred.
The property does not have a mailing address but generally lies in the 5200-5700 block of S. Shields Street.
