College Ave. Suite 200 Fort Collins, CO 80525 Dear Eldon, City Staff has reviewed your submittal Quail Hollow Subdivision Fifth Filing and offers the following comments: 1. Please note on the landscape plans who will be responsible for maintenance of landscaping along the right of way. The Parks Department will not be responsible for maintenance of any landscaped areas in this project. 2. Maintenance of Tract A will be turned over to Storm Water, but maintenance of Tract B is still in question. Indicate in a note that any disturbance to Tracts A and B, during or after construction, is to be kept to a minimum. Staff would prefer to see the grass mixture for open space areas to be adapted native grasses. Refer to the seed mixtures in the Erosion Control Manual for further information. 3. Staff would like to see fencing covenants for lot lines adjacent to the open space tracts, as well as along arterial and collector streets. The covenants should restrict fences in these areas to 4 feet in height with an open or shadow box design. Please indicate these covenants on the landscape plan. 4. Any fencing built along Park property shall have an 18" o.c. concrete mow strip. Details are available from the Park Planner. Please include this as a note on the landscape plan. 5. Shade street trees should be planted no closer than 40 feet from steet lights. Ornamental trees can be planted no closer than 15 feet. There are three trees shown on the landscape plan which will need to be relocated. The southern most Bur Oak on Overland Trail and the two Bur Oaks on Yorkshire Street are in conflict with proposed or existing street lights. 6. Light and Power has a 2' wide ductbank in the parkway along Overland Trail. Placement of the sidewalk and landscaping should take this into consideration. Staff is waiting to hear from Jim Hoff to verify that the street names are unique (and they certainly are!). 8. Please label the ditch, trail, road, or whatever the dashed lines at the lower right side of the landscape plan represent. 9. The street layout on the vicinity map is not current. For information purposes, please label the park site on the vicinity map. 10. Trees in landscaped areas should not be planted within 4' of gas mains. 11. The landscape plan needs a north arrow. 12. Tract B should show utility easements continuing between lots 28 and 29 along Lame Beaver Court. 13. On lot 26 there needs to be a 6' easement along the South property line for access to the rear of lot 27. 14. On lots 53, 54, and 55 there needs to be a separate 6' utility easement along the north or south edge of the landscape easement. 15. Design and construct Overland Trail to the south boundary of lot 52 or no building permits will be issued for lots fronting on Overland Trail (lots 52 and 53). 16. Check for site distance out of Mercy Court, a site distance easement may be required. 17. Please provide additional elevations at intersections. Refer to redlines sent to Engineer. 18. Show design for end of Blue Leaf Drive where pavement ends and drops off to existing grade. The plat calls this Blue Leaf Court instead of Blue Leaf Drive. 19. See redlined Utility Plans for other detailed comments. 20. Ramps at T-intersections need additional discussion. If changes are made to the utility plans make sure that they are reflected on the landscape plan. 21. Lots 28, 29, 30, and 31 need longer front yard setbacks to meet the 60' minimum lot width. Also, lots 11, 12, and 13 will require increased rear lot setbacks because of minimum lot width requirement. See attached diagram from Zoning. 22. Additional storm water comments are not available at this time. I will forward them to you as soon as they are available. 23. Do you have any plans to provide or encourage at least one street tree per lot? This concludes staff comments at this time. In order to stay on schedule for the May 20, 1991 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due May 1, 1991 by 12:00 noon. PMT's, colored renderings, 10 prints are due May 13, 1991. Final mylars and other documents are due May 16, by 12:00 noon.
