Dear Eldon:
Staff has reviewed the final plat for Quail Hollow 4th and has the following
comments to make:
1. Utilities for the 4th filing should conform to the Master Utility Plan for
Quail Hollow. A repay is due for the Dixon Creek Sewer.
2. A concrete encased duct bank will be installed on the east side of Overland
Trail. A minimum of 4' is needed between the center of the duct bank
and proposed trees.
3. The Ponderosa Pines along Overland Trail should be changed to deciduous
street trees.
4. The Parks and Recreation Department is not intending to maintain any of
the landscaping along Overland Trail. It is being assumed that
maintenance of these areas will be the responsibility of the adjacent
property owners or by a Homeowners' Association. Clarification is needed
on this point. If there is an intent for Parks to maintain the Overland
Trail landscaping, all design must be reviewed and approved by Virgil
Taylor, Superintendent of Parks Maintenance. Parks and Recreation will
not maintain any landscaping on Yorkshire Street or in Tract B. The
maintenance responsibility of these areas needs to be specified on the
landscape plan.
5. The legal description shows this filing to be a replat of a portion of Dixon
Creek PUD; however, this site does not appear to have been included in
the original Dixon Creek PUD Plat. Clarification of the legal description
is needed. The Planning and Zoning Board signature block on the plat
needs to read "Secretary" of the Planning and Zoning Board.
6. The street name "Blue Leaf" needs to be labelled as "Drive" or "Court"
consistently on both plans.
7. A five gallon size should be used for the Buffalo Junipers on the landscape
plan.

8. Staff would encourage the applicant to provide some variation in plant
materials at the Lisette and Blue Leaf culs, rather than the heavy use of
Buffalo Junipers. In similar areas on Quail Hollow 3rd, Spreading
Cotoneasters were used to provide variation in color, height and texture.
9. Fencing locations proposed on corner lots should be verified, so that there
is no sight distance problem created. Fencing within 20' from a front lot
line should not exceed 4' in height.
10. The maintenance responsibility for Tract B, as well as the maintenance
intent (ie. mowing, no mowing, etc.) needs to be clarified. If this is to be
a natural area, the seed mix proposed on the landscape plan is not
recommended and staff would encourage the use of native plant materials
in this area.
11. Sidewalks along the site's Overland Trail frontage should be located at the
back of the right-of-way line.
12. Off -site easements are needed for drainage improvements and temporary
cul-de-sacs for Blue Leaf and Dixon Creek Lane.
13. At this time, only the east half (36') of Overland Trail should be
constructed. Staff will be having further discussions with the applicant on
the specifics of this matter.
14. Additional comments are provided on the red -lined utility plans.
15. Stormwater Utility comments are forthcoming.
By Wednesday, March 7, 1990 five (5) copies of the revised plat, landscape plan
and any other information necessary to address these comments must be
submitted. By noon on Monday, March 19, 1990 ten (10) folded copies of the
plat, landscape plan, a colored rendering of the plat and an 8-1/2" x 11" PMT
(xerox copies unacceptable) must be submitted.
