Temporary Service Changes ‑ City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the quality and timeliness of our reviews. We recognize that
development and construction play a critical role in our community’s vibrancy
and economic recovery, and we have been exploring options for mitigating
impacts to our customers. As a result, we will be making some temporary service changes.
Beginning Monday May 10th one additional week of review time will be added
to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

there is the option to hold off until an in person hearing can be conducted.

Code or the City's Land Use Code, shall be notified in writing or by email of the
intention to conduct a Quasi Judicial Hearing using Remote Technology. Such

Regarding 3.8.13(C)(3), it is acknowledged in the Project Narrative that for
every foot in setback the enclosure would be required to increase in height by
two feet. What technical documentation can you provide to prove this?
Response- Antennas have been set- back from roof edge 6-feet. Please see included RF Rooftop
Clearance Calculator and explanation from RF Engineering.
If technical information cannot be provided that satisfies this standard it will be
required that the antenna/enclosure be located as far from the edge of the roof as possible.

There is significant concern around the mass and scale of the screen wall. Is
there any way to break down the massing of the wall system? This comment
dovetails with the setback requirement for roof‑mounted equipment. A possible
scenario would be where the antennas mount to the existing screen wall and are
just painted and textured to match or an additional screen wall be added (again,
think wedding cake). It is acknowledged in the Project Narrative that for every
foot in setback the enclosure would be required to increase in height by two
feet. What technical documentation can you provide to prove this?
Response- Antennas have been set- back from roof edge 6-feet. Please see included chart and
explanation from RF Engineering showing degradation in service with setbacks.
Just a question for discussion, what is keeping the antennas from being
flush‑mounted to the top of the building's wall?
Response- Upon evaluation, surrounding trees and “clutter” prevent utilizing façade mounted antennas.
Façade mounted antennas would require tree disturbance and ultimately make the antennas more visible.

The brick textured screen wall will be required to provide a three‑dimensional
cornice that matches the buildings cornice treatment. The existing cornice
treatment features a soldier row of brick that overhangs the wall plane as well as
a bronze colored flashing. These design elements need to be replicated.

Buildings over 30' in height trigger additional requirements in order to accommodate the logistical
needs of aerial apparatus (ladder trucks). The intent of the code is to provide for rescue operations
and roof access via ladder trucks when ground ladders cannot reach upper floors. The antennas and screening on the edge of the building block aerial apparatus access. The screening
would extend
the "parapet" 10 feet. Parapet heights greater than 4' in height do not support ladder truck operations.
Response- Antennas have been set-back from roof edge 6-feet. Additionally, 6 access doors have
been added to the design to allow fire department access. Design was sent to Marcus Glasgow

Section 1206 and any other applicable sections of Chapter 12.

‑Cabinet signage shall comply with IFC 1206.2.8.6.2.
‑Refer to Tables 1206.2 & 1206.2.9 for threshold quantities and maximum allowable quantities.

EMERGENCY GENERATOR
The storage and use of diesel fuel or propane, for the purposes of supplying an
emergency generator, shall comply with any applicable sections of Flammable
and Combustible Liquids (Chapter 57) of the 2018 IFC. Any building, structure
or shelter housing the generator shall be properly signed and labeled. A
separate permit is required if the fuel source is provided by an AST. Spill
control may be required and TBD at time of building permit.

No Comment from Erosion Control.
Based upon the submitted Planning Materials it has been determined that this project;
will disturb less than 10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes
(greater than 3H:1V) within or adjacent to the project, and is not part of a larger common
development that will or is under construction. Therefore, no Erosion Control
Material submittal is needed. If this project substantially changes in size or
design where the above criteria now apply, erosion control materials should be
submitted. Though the project at this time requires no erosion control material
submittal, the project still must be swept and maintained to prevent dirt, saw
cuttings, concrete wash, trash debris, landscape materials and other pollutants
from the potential of leaving the site and entering the storm sewer at all times
during the project in accordance with City Code 26‑498. If complaint driven or
site observation of the project seem not to prevent the pollutant discharge the
City may require the project to install erosion and sediment control measures.
Nearby inlets that may be impacted by the pollutants, in particular dirt, should be
protected as a good preventative practice and individual lots should be
protected from material escaping onto the sidewalk. If at building permit issuance any issues
arise please email erosion@fcgov.com to help facilitate getting these permits signed off.

There is a 10’ wide utility easement proposed in the northeast corner. Are there
any additional utilities proposed in this easement that would require
excavation? Are all fiber and electric lines shown on the plan existing?
Response – No utility easement proposed. Fiber/Power are being pulled from inside the building
Additionally, are there any overall tree impacts anticipated (ex: pruning)?
If so, please schedule a site visit with City Forestry (nsaha@fcgov.com) to
obtain tree inventory and mitigation information.
Please note that there is an existing tree inventory for this site from 2019.
However, we would like to re‑evaluate tree conditions given the timeframe.
Response – No impact to trees. No trenching or excavation required.
