Please see below for the items that are missing or incomplete: · Floodplain o Please provide preliminary floodplain modeling, mapping, and report. Staff must be comfortable that the floodplain design is feasible before the project is approved to go before Planning & Zoning Board at a public hearing. Please utilize the checklist at this link: https://www.fcgov.com/utilities/img/site_specific/uploads/fp- checklist100-2018-update.pdf?1522697905 Northern Engineering: A preliminary hydraulic evaluation was conducted to determine potential impacts to 100-year flood elevations and the 100-year floodplain boundary due to proposed grading within the Jerome Street Station site. Given the current site grading plan and adjacent 100-year water surface elevations, a proposed condition 100-year floodplain in the vicinity of the Jerome Street Station was delineated. While the 100-year floodplain would still encroach on the southern fringe of the property and also extend into the west side parking lot in the central portion of the site, all residential structures would be outside the proposed condition 100-year floodplain, as well as elevated above the effective 100-year floodplain with approximately 2 feet of freeboard provided. · Stormwater o The stormtech system and LID appears to have been added to the plans in a manner that did not coordinate with the landscape plan. The LID and stormwater detention need to be thought through in more detail and provided in a manner that is coordinated with the landscape plan and provides required minimum separations. Trees need to maintain 10-ft min. separation from all stormwater infrastructure. The sizing of ponds including the LID chambers has been vetted in more detail and sized closer to final geometry with some excess volume provided. o Please review the conceptual review comments and provide more detailed response to each comment – especially to stormwater comment 18 regarding Old Town North drainage report. Northern Engineering: The existing drainage report accounted for the subject site basin (excluding the Will subdivision portion of the site) for both 100-year detention and water quality in the main “lower” pond (to the southeast of Jerome St.), but a second pond was provided, which is referenced as the “upper pond” (to the northwest of Jerome St.), to reduce the conveyance of the stormwater flows across Jerome Street. The existing detention provided on site may not have fully accounted for the volumes required by the previous drainage report, but the existing “upper pond” will be replaced by a combination of several ponds and LID elements as part of the Jerome Street Station development to account for the storage required for stormwater conveyance, storage and water quality of the Will Subdivision lot, and LID treatment. Tract JJJ that was provided for the stormwater ponding is intended to be vacated and new drainage and utility easements are to be designated where the proposed storage elements are located. The assumed imperviousness for Old Town North basin corresponds to 64 % and the imperviousness for the developed Jerome Station Street project correspond to 71.6 %. Detention storage has been provided for the difference. Additional drainage and water quality for the Will Subdivision portion of the project site will be provided. Calculations for Will Sub Lot 2 detention and release rate (0.2 cfs./ac for Old Town Basin) have been included; the total release rate from the site will still be the max flow rate for the three 14”x23” horizontal elliptical reinforced concrete pipes of 21.6 cfs. o The drainage report should provide excerpts from previous drainage reports and contain a discussion about how this site is consistent with previous drainage designs, including if there is a need for additional stormwater infrastructure. Northern Engineering: See above response comment. o The Old Town North drainage plans show their detention pond extending onto this property in an easement in Tract JJJ. The Jerome Street Station drainage report needs to discuss how this is being addressed.
