Dear Roger,
Staff has reviewed your documents for the Symbios Logic PUD, Final that were
submitted to the City on June 24, 1996 and would like to offer the following comments:
1. A copy of the comments received from U.S. West is attached to this letter.
2. The Mapping Department has offered the following comments:
a. With two lines shown as SH68 right-of-way, it is unclear as to what is the
right-of-way.
b. Describe the outer boundary monuments.
C. What is the area between the SH68 right-of-way and the outer boundary?
d. Make sure all easements have or are tied to the boundary or lot lines.
Some distances and bearings are missing.
3. A copy of the comments received from the Colorado Department of
Transportation is attached to this letter.
4. The Light & Power Department has offered the following comments:
a. The "UGE" shown on then utility plans crossing County Road 9 just north
of East Harmony road is not yet there. This crossing will need to be
installed to provide service to Symbios Logic.
b. In order to install the planned Light & Power underground electric along
County Road 9 and maintain clearance to other utilities, an additional 6
foot wide (minimum) easement is needed along County Road 9.

5. Sensitivity to the surrounding area, especially the residential neighborhoods,
must be considered as the lighting plan is developed for this project. The building
exterior lighting and parking lot/area lighting locations should be shown on the
Site Plan and Building Elevations. Detailed "cut sheets" for lighting should be
submitted for review.
6. The Poudre Fire Authority has stated that their Fire Operations Chief
(Uthmann) requests additional fire hydrants at the entrances on County Road 9
and Harmony Road, as well as installation of hydrants as shown
The building must be fully fire sprinklered to NFC standard 13.
The development must provide 30' unobstructed rescue access roadway to the
building for aerial apparatus operations.
7. The Zoning Department has offered the following comments:
a. The Site Plan seems to show only 10 handicapped parking spaces
although the text indicates 12 spaces. The Code requirement is a
minimum of 8 spaces.
b. The building elevations show the building to be 46 feet in height and the
Site Plan indicates a 40 feet height, unless a height variance is approved.
A height variance was approved with the preliminary PUD (need to check
the preliminary PUD for approved height) and the Site Plan should note
this.
8. The Water/Wastewater Department has indicated that the water main and
other utilities in the southeast corner are not shown. Will all the utilities that want
to be in this area fit?
9. More landscaping is needed along the arterial streets, as per the Harmony
Corridor Plan. Beef up the amount of Burr Oak.
The landscaping at the southeast corner of the site should be "jazzed up". There
should be contingency landscaping planned if the detention pond doers not
occur.
Why are no earthen berms, consistent with Hewlett-Packard, planned along
Harmony road?
10. A copy of the comments received from the Water Conservation Specialist is
attached to this letter.
11. The Engineering Department has indicated that the relocation of the access to
the farmhouses needs to be 20' wide and the plans are showing only a 10' width.
The driveway needs to be looped or an 80' diameter turnaround needs to be
provided.
A preliminary design for the Corbett Drive intersection must be provided.
12. The Transportation Department has offered the following comments:
a. The striping plan for Harmony road acceleration lane shows a transition
that is too close to the intersection.
b. Signing on County Road 9 and Harmony road must conform to CDOT and
City of Fort Collins requirements.
C. Show the traffic signal pole(s) at the Harmony Road/Corbett Drive
intersection that must be relocated. Show the new location. An
intersection design is needed to ensure that the pole is moved only one
time.
d. Will the existing overhead power lines be moved? There may be a conflict
between the power lines and the li.ght pole.
13. Kathleen Reavis of the Transportation Department should be contacted about
plans for bicycle lanes along Harmony Road. The Site Plan should show how the
Harmony Road bike path fits with new and existing. Kathleen can be reached at
221-6608.
14. A copy of the Stormwater Utility comments is attached to this letter.
15. The ultimate width of Harmony Road in this location must be determined
because the Harmony Corridor Plan requires that all improvements be set back a
minimum of 80' for the ultimate edge of pavement.
16. More screening should be provided for the service area at the north end of the
building.
17. It would be clearer if the PUD plans (Site, Landscapes, Building Elevations) were
all numbered together and consecutively as a set ... i.e.: Sheets 1, 2, 3, and 4 of
4.
18. A general note should be added to the Landscape Plan about coordination
between consultants.
Formal comments on Current Planning Department comment sheets have not yet been
received from the Engineering Department, the City Forester, Water/Wastewater
Department, Transportation Department, the City's Right -Of -Way Agent, Transfort, or
the Post Office.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies. Please be aware of the following dates and deadlines to assure your ability to
stay on schedule for the August 26, 1996 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, August 7, 1996*.
Please contact me for the number of folded revisions required for each
document.
NO REVISIONS WILL BE REVIEWED AFTER THE ABOVE DEADLINE. IF REVISIONS
ARE NOT RECEIVED BY THIS DATE, THE ITEM WILL EITHER GO TO THE
PLANNING AND ZONING BOARD WITH A STAFF RECOMMENDATION BASED ON
THE ORIGINALLY SUBMITTED DOCUMENTS OR THE APPLICANT WILL HAVE THE
OPTION TO CONTINUE THE ITEM TO THE NEXT MONTH'S BOARD AGENDA.
PMT's (photo reduction of Site Plan, Landscape Plan, and Building Elevations to
8.5" x 11 "), rendering (one each colored full-size Site Plan and/or Landscape Plan
and Building Elevations), and 8 folded copies of the final full-size Site Plan,
Landscape Plan, and Building Elevations revisions ( for the Planning and Zoning
Board members packets) are due on August 19, 1996.
