College Ave. Fort Collins, CO. 80522 RE: Symbios ODP/PDP resubmittal Dear Steve, Attached are the required copies for resubmittal of the Symbios ODP and PDP. Engineering documents are being submitted separately by RBD Engineering. Outlined below I have summarized our response to staff comments. The response numbers correspond with the numbers on your letter dated May 17, 1996. Of course we would be happy to get together with you and engineering to discuss any specific items. City Item Comment Number ODP 1. Will do 2. A note has been added to the ODP indicating that buffering will be provided if dissimilar land uses are to de developed adjacent to the north end of the property. 3. RBD has spoken with Ward Stanford with the City, and with Tess at CDOT. Additionally we have asked our traffic engineer, Matt Delich to evaluate the proposed access point as currently shown. Both the City and CDOT have indicated they do not have an issue with the location as proposed. Matt Delich has indicated the proposed access point will work better because it is centrally located between CR 9 and Corbett Dr. The currently approved access plan would increase congestion at Corbett. 4. The Corbett Dr. entry into English ranch has been realigned to the originally proposed entry point that is on the approved English Ranch ODP. Addtionally, we will be contacting the neighbors that have indicated concerns to try and be sure they are aware of the modification. 5. Your staff letter indicates that we are proposing a temporary access. No temporary accesses are proposed. The only temporary aspect of circulation has been the proposal that we would use the County Road 9 access as a full turn movement for this first phase of development of the ODP. Our proposal is that the CR9 full turn movement be reduced to a right -in right -out at the time the first fabrication plant is constructed. Because Corbett Dr. will be constructed with the second office building we anticipate Corbett will accommodate the additional traffic load for the second office building. 6C. No temporary accesses are planned. PDP 1,2 & 3 Easements will be provided for U S West, PSCo and TCI. Symbios does not currently wish to have TCI serve this building. If future service is desired they will work directly with TCI to wire the building. 4. Parking lots will be illuminated sufficiently for security. In addition, security cameras will be mounted on buildings for surveillance of parking areas. 5. Lighting will match the adjacent lighting at Hewlett Packard. The lighting will be a high cutoff shoebox fixture on a 25' height pole. The illumination source will be high pressure sodium. We will also be providing supplemental walkway lighting. A separate lighting plan is being submitted by Merit Electric. 6. Poudre Fire Authority access will be provided via a 30' drive that comes within 20' of the building. The access is being provided through the service drive on the north side of the building. The service drive will be constructed to accommodate the loading requirements of the fire department. 7.A Done 7B. Done 0 0 design Symbios ODP/PDP Revised drawing submittal Page 3 7C. The focal point is unknown at this point. It may be deferred to a future phase. We have indicated an envelope including horizontal and vertical dimensions. The intent is that this would likely be a sculpture. 7D. 18 foot stalls are employee spaces. Visitor stalls are 20' in depth 7E. A shadow analysis is being prepared and will be submitted by RNL by the end of the week. 8. Building Department comments regarding fire resistance ratings will be addressed at the time of final. 9. Done 10. Will comply at time of Final 11. We would rather not provide trees spaced at 40' O.C. along CR9. To provide these trees would create a different image for the street edge than is currently provided by HP. Since HP has an image already established that is widely recognized as one of the best in the community it seems appropriate that we complement their already high standard of landscaping. 12. 1. Addressed in item 6B. And 6C. above 2. Will provide Harmony easement. The 9' easement along Corbett will be provided at the time Corbett is developed with a future phase. 3. Addressed in item 3 above 4. Additional bike lanes are being provided and are shown. This was indicated as a requirement by Kathleen Reavis rather than a request as stated in engineering staff comments. 5. Site accel and decel lanes have been added. PLAT 1. Accel and decel lanes, as well as bike lanes have been included in plan. RBD is currently working to determine the ultimate ROW width for westbound ROW. This final width will be addressed final.
